She stated that the committee had a broad cross <br />section of community participation last year but stressed that organizational <br />support was also needed. She stated that Hugh and Sue Pritchard will be the <br />co-chairpersons for the 1984 Celebration. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, to approve the request <br />concerning the Steering Committee structure as presented. <br /> <br />In response to a question, Ms. Wooten said the City budget for the Celebration <br />has not yet been detennined. She said the EDD budget estimate was approximately <br />$70,000. Elaine Stewart of EDD said the Budget Committee will be reviewing the <br />allocation of $20,000 for the Celebration, following the recommendation from <br />the council goal-setting session. She said this amount does not include any <br />funding that the Downtown Commission may choose to provide to the Celebration. <br />She said the DTC funded $2,000 plus staff support for the 1983 Celebration. Mr. <br />Gleason said the remainder of the $70,000 will be donations from the private <br />sector and revenues generated by the Celebration. <br /> <br />Roll call vote; the motion carried unanimously, 7:0. <br /> <br />Mr. Gleason said the council in its Goals Session of the previous year made <br />a determination on the Celebration only 45 days before the Celebration date. He <br />said this year the committee will begin its work much earlier. <br /> <br />XIII. FOLLOW-UP REPORT ON SPAY/NEUTER CLINIC (memo, background information <br />distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. City Recorder Karen <br />Goldman presented the staff report, reviewing her January 18, 1984, report to <br />the City Council. In addition to those statistics listed in the report, she <br />stated the number of animals handled by the Lane County Animal Regulation <br />Authority has decreased over the last three years of the Eugene Clinic program <br />from 7,230 in 1980 to approximately 4,630 in 1982. In addition, the number of <br />animals euthanized has decreased over the same period from approximately 4,400 <br />to 2,350. In the area of licensing, Ms. Goldman stated that LCARA figures for <br />the first quarter of FY83 show that 1,012 of the 1,487 licenses issued were for <br />neutered dogs; figures for the first quarter of FY84 are 1,306 of the 1,892 <br />licenses issued. She stated that although she does not have any specific <br />statistics for the number of complaints prior to 1980, staff has determined that <br />the greatest percentage of the complaints reaching the City were for animal <br />problems. She said only three complaints on animals were received by the City <br />Manager's Office during the last six months. <br /> <br />Mr. Ball stated that a mobile veterinarian clinic had been operating within the <br />city limits. He understands that measures have been taken and that the clinic <br />is now operating in the Santa Clara and Springfield areas.
