<br />- <br /> <br />e <br /> <br />Hult Center and made recommendations regarding the Performing Arts Commission, <br />the Eugene Arts Foundation, the local arts groups, and the financing of the <br />center. Also included in the summary were recommendations for the elimination <br />of five positions, increased commercial use of the center, increased use of <br />vol unteers, automati on of the box offi ce, and a di fferent operati onal structure <br />for the Conference Center. Mr. Gleason stated that the Management Study <br />attempted to give a positive footing to the Hult Center, stating that it is <br />common for performing arts centers to operate at a deficit. He believed that <br />everyone involved in the study put in a great deal of work and that the suc- <br />cesses of the center must be noted. He stressed that it is time to assess the <br />situation and get ready for the future. In response to a question, Mr. Gleason <br />stated that he will be sUbmitting his recommendations in response to the study <br />to the council on February 27, 1984. He explained that the transition between <br />personnel and policy issues will be difficult. He stated that he will highlight <br />the managerial responsibilities which form a platform for dealing with policy <br />issues and will make some recommendations on how the council could proceed in <br />both areas. He added that operational issues can be dealt with after the joint <br />meeting with the Performing Arts Commission. He felt that there will be ample <br />public meetings to provide opportunity for input. <br /> <br />Councilor Obie voiced his concern with the "operational recommendations", stating <br />that many of the operational areas fall within the responsibility of the City <br />Manager. He stressed that creati ng any II grey 1 i nes II in the issue woul d only add <br />to the difficulties of the situation. Mr. Obie encouraged and supported Mr. <br />Gleason in his efforts. Mr. Gleason agreed that one component required him <br />,to merely report what has been done. He stated that that component directly <br />affects the policy component and programmatical effects with which staff is <br />powerless to deal. He said an institutional pattern of behavior must be devel- <br />oped so that budgetary and programmatical decisions are not made independent of <br />each other. He said the leadership responsibility rests with the City Council <br />and the Performing Arts Commission to sort out that institutional behavior <br />system so that the center can be managed under a known funding base. <br /> <br />Mayor Keller encouraged the council to be ready for the discussion at the <br />February 27 meeting. Mr. Gleason stated that he will distribute the study and <br />work plan to the council and the Performing Arts Commission as soon as it is <br />received by staff. <br /> <br />Mayor Keller reminded everyone of the "Shaping Up '84" Countdown activities to <br />be held at the Valley River Inn beginning at 6 p.m. that evening. <br /> <br />The meeting was adjourned at 1:05 p.m. <br /> <br />~~~~ <br />'/4~1'~ <br /> <br />Mi cneal D.
