<br />-- <br /> <br />e <br /> <br />- <br /> <br />IX. URBAN TRANSITION PLAN PROGRESS REPORT/WORK PLAN (memo distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Jody Miller of Inter- <br />governmental Relations presented the staff report. She reviewed the February 7, <br />1984, memorandum from the Eugene and Springfield City Managers and the Lane <br />County Administrator. Ms. Miller stated that staff was presenting a progress <br />report and work plan for the Urban Transition Plan as agreed upon by the three <br />jurisdictions. She said the three jurisdictions are being asked to provide <br />conceptual approval of the work plan as outlined in the memorandum. She said <br />staff will present more detail on the formation of the policy group to the <br />council after approval is obtained from all three jurisdictions. She stated <br />that Jim Farah of the Planning Department was present to answer any questions. <br /> <br />Council or Holmer, referri ng to Item 3 of the work pl an, asked if the "formal <br />adoption" of the plan by the three jurisdictions would preclude the council from <br />making any changes. Ms. Miller explained that the council will receive the <br />recommendations of the Policy Group and the planning commissions. She said the <br />council will have the option of adopting the work plan or making changes, <br />assuming the concurrence of the other two jurisdictions. Referring to Item 3(a) <br />of the work plan, Mr. Holmer asked if the "first chapter" will define the issues <br />or the policies of the Urban Transition Plan. Ms. Miller responded that the <br />chapter will contain some agreements on annexations, tools to be used in urban- <br />izing areas, and clarifying policies. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, to give conceptual <br />approval of the Urban Transition Plan Report/Work Plan as pre- <br />sented by staff. Roll call vote; the motion carried unanimously, <br />7:0. <br /> <br />X. HUMAN RIGHTS COMMISSION QUARTERLY REPORT (memo, report distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Jean Names, President <br />of the Women1s Commission and the Human Rights Presidents Council, presented the <br />staff report. Referring to the report distributed to council, Ms. Names stated <br />that individual members of the commissions volunteered an average of 20 hours <br />per month on commission business, totaling 2,100 volunteer hours. Ms. Names <br />then reviewed the work of the various human rights commissions for the previous <br />quarter as specified in the FY 2nd Quarterly Report. Mayor Keller stated that <br />he appreciated the report and the work of the volunteers. <br /> <br />XI. HULT CENTER MANAGEMENT STUDY (report distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item and presented the staff <br />report. He stated that Alexander Grant & Company had completed its management <br />study of the Hult Center, although only the Executive Summary was currently <br />available. He stated that he will distribute copies of the full report when it <br />is received. Mr. Gleason stated that he had briefly reviewed the summary and <br />recommended that the council have a joint meeting with the Performing Arts <br />Commission on February 27, 1984, to discuss the report in detail. He stated <br />that he will make a formal management decision in regard to the report at that <br />time.
