<br />e <br /> <br />Councilor Obie, speaking as President of the council, thanked the candidates for <br />their interest. He felt the three individuals interviewed were well-prepared <br />and were aware of the problems involved in the community. <br /> <br />Councilor Schue said she also appreciated the interest of the public and the <br />Ward 3 residents in the issue. She was not sure if a policy could be developed <br />to address all situations. She stressed that the councilors are engaged in <br />a political process and represent differences in philosophy on the government <br />of the city. She felt the system is working and that the interim period for the <br />appointed councilor will be short. She said the real choice will be with the <br />voters of Ward 3 in May. <br /> <br />Councilor Holmer echoed the other comments, adding that the candidates indicated <br />that a body of citizens exist who are vitally interested in the city. He was <br />not certain that it is the council's responsibility to deal directly with <br />ward organizations in making its selection. He felt the council followed an <br />open process and that it would be appropriate for future appointments. <br /> <br />Councilor Ball agreed with Ms. Wooten that the full council should have some <br />deliberation on a permanent process. He said certain criteria on the selection <br />of a successor should be developed, and he hoped the council will engage in that <br />discussion. <br /> <br />Councilor Smith said the appointment will be providing representation to the <br />people of Ward 3 and to have delayed that process would have been unfair. She <br />said the council should consider the importance of the representation of the <br />ward residents and not delay any appointment according to election schedules. <br /> <br />4It Mayor Keller thanked the applicants for their interest and thanked the subcommit- <br />tee for developing the appointment process. He said the process was done to <br />perform what the council thought was best. He believed that the process used was <br />appropriate. The ballots were submitted as follows: <br /> <br />Brian Obie--Joyce Nichols <br />John Ball--Joyce Nichols <br />Freeman Holmer--Joyce Nichols <br />Betty Smith--Joyce Nichols <br />Richard Hansen--Joyce Nichols <br />Cynthia Wooten--Debra Ehrman <br />Emily Schue--Debra Ehrman <br /> <br />The Mayor announced that the voting indicates Joyce Nichols was selected to <br />fill the vacant Ward 3 council position by a vote of 5 to 2, Debra Ehrman <br />receiving the other 2 votes. Mr. Gleason said Ms. Nichols will be sworn in <br />at the February 27 council meeting. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, that the City Council <br />appoint Joyce Nichols, 322 West Broadway, to fill the Ward 3 <br />position of the Eugene City Council; term to expire January 7, <br />1985.
