DOWNTOWN DEVELOPMENT DISTRICT AD VALOREM PROPERTY TAX MEASURE (memo <br />distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Financial Services <br />Director Warren Wong presented the staff report, stating that the Free Parking <br />Program and other activities in the Downtown District are supported by a Gross <br />Receipts Tax on retailers, a Professional Tax, and an Ad Valorum Tax on the <br />right to own property in the district. He said the City Attorney's Office has <br />advised staff that the Ad Valorum Tax be put to a vote each year. He said the <br />resolution will place the measure on the primary election ballot in May. Mr. <br />Wong explained that the measure will not cost the City any money if it is placed <br />on the May ballot. <br /> <br />Res. No. 3837--A resolution referring measure No. 51 to the legal <br />voters of the City of Eugene, authorizing the City <br />to tax owners of property within the Downtown <br />Development District $190,000 outside the consti- <br />tutional six-percent limitation for 1984-85. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, to adopt the resolution. <br />Roll call vote; the motion carried unanimously, 7:0. <br /> <br />CB 2727--An ordinance ordering an election to be conducted by the <br />Lane County Elections Department on the 15th day of May, <br />1984, for the purpose of submitting to the legal electors <br />of the City of Eugene a measure authorizing $190,000 tax <br />on ownership of real property in Downtown Development <br />District; adopting polling places and providing for all <br />acts necessary for the carrying on of said election; and <br />declaring an emergency. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Finance Director <br />Warren Wong presented the staff report, reviewing his February 13, 1984, memo- <br />randum to the City Council which listed the Budget Committee concerns on the <br />policies.
