She stated that the Culture
and Leisure Planning Team, an ongoing group of approximately 40 individuals, had
been meeting in two work groups since January, spending in excess of 780 hours
in developing a draft Goal and Policies. She stated that the Culture and
Leisure Planning Team had developed the Cultural/Leisure Goal for the Community
Goals and Policies, that goal also being the goal used for the Culture and
Leisure Plan. She said the two work groups were presently preparing proposals,
these recommendations for action to be prioritized and agreed upon on June 12,
after which time staff will complete the draft. She expected the draft to be
presented to the City Council for adoption in late summer or early fall.
Ms. Winston then introduced the chairpersons of the two work groups.

Linda Devine, chairperson of the Arts Group, stated that her group had met over
15 times during the past five and one-half months. She said the individuals
involved had developed into a cohesive group addressing the problems and oppor-
tunities facing local artists. She felt that the cohesiveness will assist the
group in implementing the Culture and Leisure Plan when adopted. She added that
the group was also able to deal with major issues such as the residency issue in
the Hult Center in an appropriate manner, addressing the concerns of the involved
groups, and developing a working solution to the issue. She said the Arts group
was working to eliminate problems and create a problem-solving group for the
community.

MINUTES--Eugene City Council

May 30, 1984

Page 5
