He explained that the value of these
activi tes was refl ected in the overall goal statement of the Cul ture and Lei sure
Plan which called for Eugene to be a "thriving and livable culture/leisure
center committed to excellence and diversity. . . providing accessibility to
arts, sports and leisure opportunities that enhance Eugene's quality of life and
economi c development. II He said the group recogni zed the val ue of sports
and leisure activities in the community with respect to the pursuits identified
in the goal statement. He said the activities were important to the citizens,
being a part of community life and the City's economic development strategy. He
said many of the proposals spoke to public/private cooperation, requiring City
staff support. He said the council should be prepared to support that require-
ment when the plan was implemented. Mr. Lieuallen expressed his appreciation to
the individuals involved in the development of the plan, stating that they had
made a valuable contribution to the city. He stressed that the council should
refer to the plan when making decisions regarding culture and leisure issues.

Mayor Keller asked if the sport of golf was mentioned in with sports and leisure
activities. Mr. Lieuallen stated that it was mentioned several times. Mayor
Keller said he was intrigued by the comment regarding diversity; he asked if a
golf course would be included as a practical element in the overall strategy of
the plan. Mr. Lieuallen, responding in the spirit of the question, stated that
one could not always get everything one wanted. Councilor Obie stated that any
golf course for the City of Eugene was probably in the distant future. Councilor
Schue stated that the Joint Parks Committee was addressing the issue and was
working with the private operator of Laurelwood Golf Course for an additional
nine holes. In response to a question regarding the resolution of that issue,
Director of Parks and Recreation Ernie Orapela stated that a report would
probably be brought to the council in the fall.

The meeting was adjourned at 12:35 p.m.

Re~pectfull SU~bmi tted, .

-7'~
~~ I

Micheal D.
