APPOINTMENT: CONSIDERATION OF COUNCILOR BASCOM'S NOMINATION TO THE <br /> EUGENE BUDGET COMMITTEE (memo distributed) <br /> Assistant City Manager introduced the agenda item. Councilor Bascom presented <br /> the report, reviewing her August 10, 1984, memorandum to the City Council. <br /> She recommended that Alan Contreras, who had recently relocated to her <br /> ward, be appointed to the Eugene Budget Committee to complete a term which <br /> would end December 31, 1985. She stated that Mr. Contreras was aware that she <br /> would nominate another individual after that time. <br /> Ms. Wooten moved, seconded by Ms. Schue, to appoint Alan <br /> Contreras, 1870 Onyx, to the Eugene Budget Committee to complete <br /> e the unexpired term of the citizen position in Ward 2 vacated by <br /> Ruth Bascom. Term to end December 31, 1985. <br /> In response to a question by Councilor Holmer regarding the eligibility of <br /> Mr. Contreras due to his relocation from Ward 3 to Ward 2, Ms. Bascom explained <br /> that a Budget Committee member could continue to serve even if he or she <br /> relocated from one ward to another. In response to another question by <br /> Mr. Holmer, City Attorney Tim Sercombe clarified that Mr. Contreras was being <br /> nominated to complete the term of the citizen position vacated by Ms. Bascom <br /> when she became a City Councilor. <br /> Roll call vote; the motion carried unanimously, 8:0. <br /> XIII. RESOLUTION RE: EQUAL EMPLOYMENT OPPORTUNITY/AFFIRMATIVE ACTION PROGRAM <br /> (resolution distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Councilor <br /> Ball presented the report, stating that the City's Employment Handbook was <br /> currently being revised. He stated that the proposed changes were an attempt <br /> to modernize the language of the Equal Employment Opportunity section and to <br /> more clearly delineate that section from the Affirmative Action section. He <br /> said the proposed changes were approved by the Personnel Department, the City <br /> Manager's Office, the Affirmative Action Committee, and the Affirmative Action <br /> Task Force. He commented that the council has taken this opportunity since <br /> e 1972 to reaffirm its support of the City Manager's Affirmative Action and <br /> Equal Employment Opportunity policies.
