<br /> x. APPLICATION FOR OREGON BUSINESS DEVELOPMENT FUND (memo, resolution, <br /> e background information distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Greg Byrne <br /> of the Eugene Development Department presented the staff report, reviewing the <br /> August 8, 1984, EDD memorandum to the City Council. He explained that the <br /> City Council was not required to evaluate the financial aspects of the applica- <br /> tion or make any judgment of the financial feasiblity of the company involved. <br /> He said the council was only required to review the application and state by <br /> approval of the application that it had no objection to the consideration of <br /> the Studio 9 application by the Oregon Business Development Fund. Mr. Byrne <br /> stated that Studio 9 was founded in Eugene and was involved in the fashion <br /> clothing industry, with its primary markets in Southern California and the <br /> Southeast and Northeast United States. He added that the downtown branch of <br /> Oregon Bank was the private lender involved in the application. In response <br /> to a question by Councilor Ehrman, Mr. Byrne stated that Oregon Pacific <br /> Development Corporation was the local institution which packaged loans for <br /> applicants. He said no review of the loan for feasibility had occurred at <br /> this time, stating that approval by the council was an eligibility process <br /> which the loan must pass before being presented at the State level. Councilor <br /> Wooten asked staff to bring back to council information further clarifying the <br /> fund and providing council with additional information on the criteria for <br /> eligibility, etc., for the program. <br /> Res. No. 3874--A resolution recommending the Oregon Business <br /> Development fund project proposed by Studio Nine <br /> Productions. <br /> e Ms. Wooten moved, seconded by Ms. Schue, to adopt the resolution. <br /> Councilor Ehrman commented that the council might have to choose between <br /> groups in the future. <br /> Roll call vote; the motion carried unanimously, 8:0. <br /> XI. CONVEYANCE OF CITY RIGHT-OF-WAY TO LANE COUNTY--SOUTH WILLAMETTE IMPROVE- <br /> MENT PROJECT (memo, ordinance, exhibits distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Walt Haniuk <br /> of the Parks and Recreation Department presented the staff report. Briefly <br /> reviewing his July 31, 1984, memorandum to the City Manager, Mr. Haniuk <br /> explained that the needed right-of-way was for improvement of South Willamette <br /> Street from 52nd Street to Fox Hollow Road. He said staff had reviewed the <br /> proposal and found that the improvement will facilitate the ingress and egress <br /> on the four park properties affected. He said the City Attorney reviewed the <br /> proposal and advised that the City Council must convey the request for right-of- <br /> way by ordinance. <br /> CB No. 2772--An ordinance authorizing execution of four bargain <br /> and sale deeds to Lane County, Oregon, for street <br /> purposes; and declaring an emergency. <br /> e <br /> MINUTES--Eugene City Council August 13, 1984 Page 10 <br />
