INTERIM COMMUNITY DEVELOPMENT ORDINANCE (memo, ordinance distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Rich Weinman <br /> of the Eugene Development Department presented the staff report, reviewing the <br /> August 3, 1984, EDD memorandum. He explained that the proposed amendment <br /> would allow the vacant committee position to be filled with an at-large <br /> representative. This would allow EDO to recruit minority participation on the <br /> committee. <br /> CB No. 2769--An ordinance concerning the Interim Community Develop- <br /> ment Committee; amending Ordinance No. 19239; and <br /> declaring an emergency. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be <br /> read the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time. Roll call vote. <br /> - Council Bill 2769 was read the second time by council bill number only. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be <br /> approved and given final passage. <br /> Councilor Ehrman commented that this was an area where staff would affirmatively <br /> seek representation rather than just encourage it. <br /> Roll call vote; all councilors present voting aye, the bill was <br /> declared passed (and became Ordinance No. 19272). <br /> VII. CONDEMNATION AUTHORIZATION CONCERNING ROOSEVELT BOULEVARD RIGHT-OF-WAY <br /> FROM MAPLE STREET TO US HIGHWAY 99 NORTH (memo, ordinance distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Don Gilman <br /> of Public Works presented the staff report. Briefly reviewing the August 1, <br /> 1984, memorandum from the Director of Public Works to the Assistant City <br /> Manager, he stated that the ordinance would authorize staff to proceed with <br /> the acquisition process for the right-of-way for the third phase of the <br /> project. He said that this phase will complete the portion of the project <br /> from Highway 99 to Beltline Road while the other two phases presently under <br /> contract will complete the Maple Street to Beltline Road section of the I <br /> - <br /> MINUTES--Eugene City Council August 13, 1984 Page 7 <br />
