ORDINANCE FOR RIVER ROAD/SANTA CLARA SEWER EASEMENTS <br /> Assistant City Manager David Whitlow introduced the agenda item. Don Gilman <br /> of Public Works presented the staff report. He explained that the council had <br /> previously authorized staff to acquire easements for the River Road/Santa Clara <br /> Sewer Project. He stated that staff subsequently found two short street <br /> sections which were never dedicated to the public. Mr. Gilman said easements <br /> through those streets were necessary to complete the major trunkline system. <br /> Referring to the letter from Project Manager Les Lyle, dated August 13, 1984, <br /> Councilor Holmer asked if the City of Eugene will maintain the roads once they , <br /> are dedicated. Mr. Gilman responded that these roads would be maintained to a <br /> minimal level since the roads will be resurfaced once the sewers are installed. <br /> e He said Lane County will participate in the resurfacing project. Afterwards <br /> the City will perform minimal maintainance on the roads. Mr. Holmer said he <br /> was concerned that people believed that the City will maintain roads after <br /> being annexed. He urged the City not to imply that roads not meeting City <br /> standards will be maintained by the City after annexation. <br /> In response to a question by Councilor Wooten, Mr. Gilman stated that staff <br /> was obtaining appraisals on the assessments. He added that staff was negoti- <br /> ating with Lane County and the property owners in an attempt to have Lane <br /> County accept dedication of the road. He estimated that the right-of-way <br /> acquisition cost will be less than $5,000. <br /> CB 2774--An ordinance authorizing the institution of proceedings <br /> in eminent domain for the acquisition by condemnation <br /> of property interests on Fairway Drive from Horn Lane <br /> to West Hilliard and on Park Terrace from Sunnyside <br /> Drive to Park Avenue; amending Ordinance No. 19249; and <br /> declaring an emergency. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the bill be <br /> read the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at this <br /> time.
