Roll call vote; all councilors <br /> present voting aye, the bill was declared passed (and became <br /> Ordinance No. 19277). <br /> VII. PARK WILLAMETTE BUILDING <br /> Assistant City Manager David Whitlow introduced the agenda item. Jim McCoy, <br /> Chair of the Downtown Commission, presented the staff report. Briefly reviewing <br /> the August 10, 1984, EDD memorandum, .Mr. McCoy stated that the commission was <br /> recommending approval of the modifications to the roof structure of the Park <br /> Willamette Building as visualized in the photographs distributed to the City <br /> Council. He stated that Don Lutes, the City Architectural Consultant, was <br /> present to answer any questions of the council. Mr. McCoy said the commission <br /> felt the modifications will make the building more attractive and marketable. <br /> Mayor Keller stated that two individuals had requested time to provide testimony. <br /> He explained that the item was not listed as a public hearing, but he said <br /> time could be allotted if the council desired. Councilor Obie said the <br /> council should approve the modifications based on the photographs and program <br /> distributed to the council. He added that the council had a time constraint <br /> due to the interviews scheduled after the council meeting. <br /> Mr. Obie moved, seconded by Ms. Wooten, to approve the recommen- <br /> dations of the Downtown Commission concerning the Park Willamette <br /> e Building and to authorize staff to take the appropriate actions <br /> to implement the design changes. <br /> Councilor Holmer felt that the subject deserved some discussion and expression <br /> of appreciation for the design modifications. He said he admired the work of <br /> First Interstate Bank in making the improvements and the ingenuity of the <br /> private sector in locating funding sources for such activities. While he <br /> acknowledged that the modifications would improve the building, he commented <br /> that the ballustrade on the marquis on the west side of the building should be <br /> removed even though it supposedly had some historical significance. Referring <br /> to the assistance given by the City to the restoration of the ATO House and <br /> the apparent relocation of another business from the area between 10th and <br /> 11th Avenues on the mall, he said the City should be careful in mixing historic <br /> preservation and commercial development, stating that it did not alway produce <br /> desirable results. Mr. Holmer stated that he would vote in favor of the <br /> motion. <br /> Roll call vote; the motion carried unanimously, 8:0. <br /> VIII.
