NOMINATIONS TO SOUTHERN WILLAMETTE PRIVATE INDUSTRY COUNCIL (memo, <br /> ordinance, background information distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Lee Beyer of the <br /> Eugene Development Department presented the staff report. He sa i d the <br /> nominations before the City Council and the changes in the ordinance were <br /> the first step of the intergovernmental agreement signed last August with <br /> Lane County and Springfield. The agreement created the Southern Willamette <br /> Private Industry Council (SWPIC). The SWPIC will replace the Eugene Private <br /> Industry Council. <br /> The SWPIC will have 22 members. Each government will appoint four business <br /> representatives and one government official. The two mayors and the chairman <br /> of the Lane County Board of Commissioners will jointly appoint seven agency <br /> posi ti ons. Federal law specifies the nomination process. As Eugene's busi- <br />e ness appointments, Mayor Keller nominated Renee Haake, Sandra Rolene, Chris <br /> Pryor, and Jim Stephenson. As the elected official appointment, he nominated <br /> Brian Obie. <br /> After the representative are appointed, the SWPIC will outline a working <br /> agreement to merge the Lane County and the Eugene program. <br /> City Council action would appoint the four business representatives and the <br /> one elected official, ratify the seven agency appointments, and adopt an <br /> ordinance which would add SWPIC to the City's list of boards and commissions <br /> and end the Eugene Private Industry Council after January 1, 1985. <br /> Councilor Ball noted that two of the applicants were not residents of the city <br /> of Eugene. Mr. Gleason said the code provides for appointment of people who <br /> live outside the city limits under certain circumstances.
