<br /> V. APPLICATION FOR OREGON BUSINESS DEVELOPMENT FUND LOAN (memo, <br /> resolution distributed <br />- City Manager Micheal Gleason introduced the item. Jessie Smith of the Eugene <br /> Development Department presented the staff report. He said Danalton Steel <br /> Company had been in Eugene since the 1950s and now needs to move to Highway 99 <br /> North. A $46,000 business development loan would supplement private <br /> financing. Council action would recommend that the loan be granted by the <br /> Oregon Business Development Fund managed by the State. <br /> Responding to a question from Ms. Wooten, Mr. Smith said the City was not <br /> participating in the financial package. <br /> Res. No. 3887--A resolution recommending the Oregon <br /> Business Development Fund project <br /> proposed by Danalton Steel Co., Inc. <br /> Mr. Obie moved, seconded by Ms. Wooten, to adopt the resolution. <br /> Roll call vote; the motion carried unanimously, 5:0. <br /> VI. ESTABLISH PROCESS TO FILL CITY COUNCIL VACANCY IN WARD 6 <br /> (memo, background information distributed) <br /> City Manager Micheal Gleason introduced the item. <br /> Mr. Obie had hoped the Councilor from Ward 6 could be sworn in with the mayor <br /> and the other new councilors on January 7, 1985. However, if a 30-day <br />e application period began in the morning (November 20), it would be necessary <br /> for applicants to be interviewed during the holidays which did not seem <br /> advisable. <br /> Ms. Wooten was concerned because a special election for the Ward 6 Council <br /> position was prohibited by a statute based on the Oregon constitution. Mr. <br /> Sercombe suggested an advisory election might be held. Ms. Wooten requested <br /> information about an advisory election and any precedent-setting advisory <br /> election. <br /> Mr. Holmer and Ms. Wooten were in favor 'of attempting to have a 11 new <br /> councilors sworn in on January 7th. During the discussion, several <br /> suggestions were made. Ms. Schue suggested the Councilors and the applicants <br /> be asked if they would be available during the holidays. Mr. Obie suggested <br /> a 20-day application period. Because the public had known since November 12 <br /> that Mr. Ball would resign, Mr. Holmer suggested applications be accepted <br /> until December 12. Mr. Obie and Ms. Wooten suggested radio and television, <br /> in addition to newspapers, be used to advertise the vacancy. <br /> Mr. Hansen hoped the Council would interview all the applicants. Ms. Wooten <br /> and Mr. Holmer wanted to give people an ample opportunity to apply. <br /> Mr. Obie moved, seconded by Mr. Hansen, to follow the <br /> staff's suggestions about filling the vacancy except that <br /> applications will be accepted until noon December 12, <br /> 1984, when the council will determine the interview <br />- schedule.
