<br /> e Rodney Jackson, 1754 East 43rd, lives on the gravel portion of 43rd Avenue <br /> and said adequate drainage is not provided. The catch basin of the north <br /> ditch is not cleaned regularly by the City. The neighbors keep the ditch on <br /> the south side clean. Rain drains down the paved portion of 43rd Avenue. <br /> An access road would increase the drainage problem. <br /> Heather Steen Bowlby, 3890 Vine Maple, has fought fires in Idaho for five <br /> seasons. She was concerned about fire protection for residents of Tax Lot <br /> 700. An escape route from a fire is always necessary and there is only one <br /> narrow road to Tax Lot 700. The hydrant is .3 miles away, so pumper trucks <br /> would have to be used. A second vehicle of any kind would block the escape <br /> route. Hazardous conditions exist. The existing driveway does not meet <br /> developmental standards for a single-family dwelling. A memo to the Fire <br /> Marshal indicates the existing access lane is too long. She had great dif- <br /> ficulty finding out which jurisdiction provides fire protection to the <br /> area. <br /> Richard Block, 4391 North Shasta Loop, said the testimony he had planned was <br /> not rel evant. <br /> Ed Finder, 1425 E. 43rd Avenue, said members of the Southeast Firs Neighbor- <br /> hood Association had voted on the annexation request on October 29. Most <br /> were opposed. Tax Lot 700 is isolated from school, libraries, public trans- <br /> portation, and the YMCA. There are no sidewalks and the nearest city bus is <br /> one-half mile away. <br /> e Karen Rivenburg, 4233 North Shasta Loop, had presented a print-out to the <br /> Planning Commission that listed 389 vacant properties ~etween one and ten <br /> acres. She said the need criteria was not met by the applicant. <br /> John Dickinson, 4310 North Shasta Loop, asked the Council not to "rubber <br /> stamp" the staff's recommendation. He emphasized the recorded legal access <br /> requirement in the Planning Commission's recommendation. He said a letter <br /> of intent is not recorded legal access. He did not think the access would <br /> be obtained. <br /> Leland M Roth, 4336 North Shasta Loop, showed slides that illustrated access <br /> problems in the area. He did not think Tax Lot 700 is the appropriate <br /> location for a Looking Glass facility. <br /> Nan Phifer, 1980 Kimberly, is president of the Oak Hills Neighborhood Asso- <br /> ciation which met on October 22. More people attended than usual. Some <br /> were not members. 76 qualified members voted on the proposed annexation. <br /> The vote was two in favor and 74 opposed. <br /> D. M. Regan, 560 South 4th St., Springfield, owns Tax Lot 3100. Only the <br /> Clausens had contacted him about the proposed annexation. <br /> The council recessed for about ten minutes at 8:50 p.m. <br /> Because the appellants had spoken for about 50 minutes, Mayor Keller said <br /> - opponents to the appeal would have from 30 to 50 minutes to speak. <br /> MINUTES--Eugene City Council December 10, 1984 Page 5 <br />
