He stated that <br /> EWEB Treasurer Don Vanderzanden and Martha Walters of the City Attorney's <br /> Office were present to answer any questions of the council. <br /> CB 2799--An ordinance providing for the issuance <br /> and sale from time to time by the City <br /> of Eugene, acting by and through the <br /> Eugene Water & Electric Board, of not <br /> exceeding $30,000,000 aggregrate principal <br /> amount of revenue bonds or other evidences <br /> of indebtedness of said City, payable solely <br /> from net revenues or any portion thereof of <br /> the electric utility system of said City, <br /> or from any other moneys lawfully available <br /> therefore, for the purpose of financing <br /> energy conservation measures and undertakings <br /> on behalf of customers of said system; providing <br /> for certain other matters in connection there- <br /> with and declaring an emergency. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at <br />e this time. ELECTION ON RECONSTRUCTION AND WIDENING OF 6TH/7TH AVENUES (memo <br /> distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Public Works <br /> Director Chris Andersen presented the staff report. Referring to the Public <br /> Works and Planning staff memorandum of December 7, 1984, and the letter from <br /> Brian Bauske, chair of the Design Review Committee, which were distributed <br /> to the council, Ms. Andersen reviewed the progress of staff in addressing <br /> the issues of adequate staff time, citizen involvement, and State/Federal <br /> approval in preparation for a March 26, 1985, election on the three phases <br /> of the widening project. She briefly outlined the process for developing <br /> the preliminary design and including citizen involvement as described in the <br /> staff memorandum.
