<br />e In response to a question by Councilor Hansen, Ms. Andersen explained that <br /> staff would not be modifying the design of Unit I, adding that it had <br /> already been approved at the State and Federal levels, and that following a <br /> successful vote, Unit I will be put out for bid, with construction next <br /> summer. She said a similar design process would be followed for the second <br /> and third phases. In response to a question by Councilor Wooten, <br /> Ms. Andersen said the action before the council was only to direct staff to <br /> proceed with developing a preliminary design and was not the action neces- <br /> sary to establish an election date and prepare a ballot measure. She said <br /> the deadline for providing the necessary information to the public for the <br /> March election as required by the charter amendment was February 20, 1985. <br /> City Attorney Tim Sercombe explained that the City required 35 days in <br /> advance of the election to meet the necessary criteria for the election and <br /> that an additional 10 days may be necessary to meet the criteria of the <br /> charter amendment. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the City Council <br /> direct staff to prepare preliminary design work for units 2 <br /> and 3 of the 6th/7th Avenues Widening Project and that the <br /> Design Review Committee be directed to work with staff to <br /> select the alignment of units 2 and 3 and report its findings <br /> to the council, and that staff be further directed to prepare <br /> and present to the council at a later date any materials <br /> necessary for establishment of the March 26, 1985, election on <br /> the entire 6th/7th Avenues Widening Project located within the <br /> Historic Street Tree District. <br />e In response to a question by Mayor Keller, Ms. Andersen explained that the <br /> Historic Street Tree District was the area from High Street to Chambers <br /> Street and that the preliminary design work will be developed for that area <br /> in time for the March election. In response to a question by Councilor <br /> Ehrman, Mr. Gleason said it may be necessary to make reappointments to the <br /> Design Review Committee due to some turnovers. He said he was going to <br /> suggest that the Mayor appoint new members to the committee in order to <br /> facilitate the process. Ms. Ehrman suggested that one of the members be <br /> from the western portion of the project area. Ms. Andersen said that the <br /> committee had had representatives from the neighborhood groups involved. In <br /> response to a question by Councilor Bascom, Ms. Andersen explained that Unit <br /> 2 extended from Washington Street to Blair and Unit 3 extended from Blair <br /> Street to Garfield Street. She added that the area from Chambers Street to <br /> Garfield was not within the Historic Street Tree District and would not be <br /> included in the election. Councilor Hansen commented that as a member of <br /> the Design Review Committee he felt that the previous mixture of repre- <br /> sentation had worked well and that a similar committee should be appointed. <br /> Roll call vote; the motion carried unanimously, 7:0. <br /> Mayor Keller said he hoped that the freeway amendment would also be included <br /> in the election.
