<br />e Councilor Obie said he appreciated Ms. Ehrman's feelings regarding the <br /> assets and liablities of the organization. He said he also appreciated the <br /> support and trust of the council in the development of the organization; he <br /> said the council's action will allow the organization to proceed. <br /> Ms. Ehrman said her vote was not in opposition to the concept of the <br /> organization but that she did not feel comfortable with the evaluation of <br /> the assets and liabilities. <br /> VI. UPDATE OF THE SIX-POINT ECONOMIC DIVERSIFICATION PROGRAM (memo, <br /> background information distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Planning Director <br /> Susan Brody presented the staff report, briefly reviewing the Planning <br /> Department memorandum of December 10, 1984, which described the incorporated <br /> changes to the draft document as suggested by the various groups involved. <br /> In response to a question by Councilor Ehrman, Ms. Brody said the document <br /> will be printed with double-sided copy on regular size paper with a suitable <br /> cover and some graphics. She said a brochure may be printed to outline the <br /> key points of the program. She said that the regular document may be suffi- <br /> cient for public distribution if the cover and graphics were adequately done. <br /> Res. No. 3892--A resolution adopting the Six-Point Economic <br /> Diversification Program for FY1984-85 and <br /> repealing Resolution No. 3819. <br />- Mr. Obie moved, seconded by Ms. Wooten, to adopt the reso- <br /> lution. Roll call vote; the motion carried unanimously, 7:0. <br /> VII. HISTORIC PRESERVATION PROGRAM CODE AMENDMENTS (memo, background <br /> information distributed) <br /> City Manager Micheal Gleason introduced the agenda item. He stated that <br /> Jerry Jacobson of the Planning Department was present to answer any ques- <br /> tions of the council. <br /> CB 2798--An ordinance concerning historic landmarks; amending <br /> Sections 2.403, 2.404, 2.405, 2.406, 2.407, 2.408, <br /> 2.409,2.410,2.411,2.412,9.488,9.489,9.490, and <br /> 9.608 of the Eugene Code, 1971; and declaring an <br /> emergency. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at <br /> this time. <br /> Councilor Hansen, while he had previously supported the council's efforts to <br /> streamline the preservation process, said he was concerned with the removal <br /> of the City Council from the appeals process and that the final decision for <br />e funding has been delegated away from the council.
