<br />e <br /> <br />M E M 0 RAN DUM <br /> <br />January 9, 1985 <br /> <br />TO: <br />FROM: <br /> <br />SUBJ: <br /> <br />Mayor and City Council <br />Mike Gleason, City Manager <br /> <br />EX OFFICIO MEMBERS OF THE PLANNING AND DOWNTOWN COMMISSIONS <br /> <br />The Planning Commission and the Downtown Commission each have two ex officio <br />members. Ex officio members may not vote, but are expected to participate in <br />discussion at Commission meetings, especially in their areas of particular <br />competence. The Director of the Eugene Development Department and the City <br />Manager (or hi s desi gnee) currently serve as ex off; ci 0 members of the <br />Downtown Commission, while the Public Works Director and the City Manager <br />serve as ex officio members of the Planning Commission. <br /> <br />Over the last several months, the Development and Planning Departments have <br />been discussing ways of fostering a closer working relationship between the <br />two departments and between the commi ssi ons that they serve. One of the <br />options that has been identified involves altering the ex officio membership <br />on the Planning and Downtown Commissions so that the EDD Director serves as an <br />ex officio member of the Planning Commission and the Planning Director serves <br />in that same capacity on the Downtown Commission. <br /> <br />e <br /> <br />I believe that this suggestion will enhance communication between the. two <br />commissions. Under such an arrangement, the Development Director would be <br />able to keep the Planning Commission better informed about specific projects <br />undertaken by that department and could articulate the perspective of the <br />development department in the planning process. Likewise, the Planning <br />Director's participation on the Downtown Commission would provide those <br />commissioners with access to information about planning activities in other <br />parts of the city and the overall Metro planning context. <br /> <br />To implement this proposal, the EDD Director could replace the City Manager as <br />an ex officio member of the Planning Commission and the Planning Director <br />could replace the Development Director as ex officio member of the Downtown <br />Commission. <br /> <br />This possible change in membership has been discussed by both the Planning and <br />Downtown Commissions and has their concurrence. The Planning Commission did <br />note that if the change takes place, it is important that the Planning <br />Director continue to ensure adequate communication between the commission and <br />the City Manager's Office. <br /> <br />e <br /> <br />\ <br />
