e

-

e

MEMORANDUM

December 17, 1984

TO:
FROM:

S U BJ :

City Council
Planning Department

Fischer Annexation in Glenwood (A/Z 84-2)

On December 4, 1984, the Planning Commission held a public hearing on the
Fischer annexation in Glenwood. After the public hearing was closed, the
commission voted 5:0 to approve the proposed zoning and recommend approval
of the annexation to the City Council.

The annexation request involves two non-contiguous parcels in southwest
Glenwood. Area I is comprised of two tax lots located on the east side of
Henderson Avenue between 21 st and 22nd Avenues. Both tax lots contain a
total of 16,000 square feet and are zoned County RA Suburban Residential.
The property is developed with a house on it. Area II is located on the east
side of Henderson Avenue between 19th Avenue and the railroad tracks. The
area contains nearly three acres and is developed with a truck repair
business. The applicant has requested 1-2 Light-Medium Industrial zoning
and I ndustria! sign district for both areas.

The recently adopted Glenwood Jurisdictional Study concluded that Eugene
would be the logical city to provide urban services and annex~tion in
Glenwood. The Glenwood Community Organization does not object to the
annexation. There was no opposition testimony at the public hearing.
However, after the public hearing was closed and the commission took action,
a written statement suggesting that tax lot 2000 be excluded from the
annexation request was received from Virginia Boucher and Gary Entsminger.
A copy of this statement is attached to the background material.

ACTION REQUESTED:

The council may either pass a resolution recommending annexation to the
Boundary Commission or, by majority vote, request a public hearing. If the
council chooses to hold a public hearing on this item, it has been tentatively
scheduled for January 28, 1985.

Since the request involves two non-contiguous parcels, two Resolutions (one
for each parcel) have been prepared for your action.

pltajfis
