<br />v. SELECTION PROCESS FOR EUGENE-SPRINGFIELD METROPOLITAN PARTNERSHIP <br />APPOINTEES (memo distributed) <br /> <br />~ City Manager Micheal Gleason introduced the agenda item. Doug Eveleth of the <br />Business Assistance Team presented the staff report, reviewing his <br />December 27, 1984, memorandum to the City Council which reported the deadline <br />for applications for appointment to the Eugene-Springfield Metropolitan Part- <br />nership Board of Directors and the need for the council to establish the <br />applicant selection process. Mayor Obie reviewed the possible selection pro- <br />cess options. Mr. Gleason said a council subcommittee had reviewed the <br />appointment processes as a follow-up from the previous Goals Session and had <br />recommended that a subcommittee interview appointment process not be used <br />because of the possibility for extended debate by the council. He suggested <br />that the appointment process either be a mayoral nomination to the councilor <br />an interview process by the entire council. <br /> <br />Councilor Wooten said she was not sure of Mr. Gleason's reasoning, stating <br />that a subcommittee could just as easily report to the council as could the <br />mayor. Mr. Gleason said the council had recommended that the selection pro- <br />cess be clarified. Cathy Freedman of the City Manager's Office explained <br />that staff had recommended, based on the council's discussion at its Goals <br />Session, that the selection process be either mayoral nomination or council <br />interview, not a council subcommittee interview process. Mr. Gleason stated <br />that the council had twice before been unsatisfied with the nominations by a <br />subcomittee. <br /> <br />e <br /> <br />Councilor Schue said she had no memory of a council subcommittee recommen- <br />dation on the selection processes; she felt it was premature to act on such a <br />recommendation. She said the council had not adopted any selection policy. <br />Mayor Obie said he was most comfortable with the Council President and Vice <br />President recommending the appointments because it saved time and gave the <br />council representation in the selection process. He said he would accept <br />whatever process the council chose. Councilor Hansen suggested that the <br />entire council should participate in the initial selection of appointees to <br />the Board of Directors due to the importance of the partnership. He said <br />that future appointees could be made by a subcommittee. Councilor Bascom <br />concurred with the statements of Councilors Hansen and Schue. She said she <br />found the interviews educational for the new councilors. <br /> <br />Councilor Holmer commented that the Mayor and President of the council were <br />automatically on the Executive Board; therefore, he suggested that the entire <br />council should be involved in the selection process. Councilor Wooten said <br />that she and Mayor Obie had completed their recommendations regarding <br />appointment processes and they would be distributing their recommendations to <br />the council in the near future. <br /> <br />Ms. Wooten moved, seconded by Mr. Hansen, that the City Council <br />interview and appoint the members to the Board of Directors for <br />the Eugene-Springfield Metropolitan Partnership.
