e In response to a question by Councilor Holmer, Mayor Obie said that he and Councilor Wooten will present a recommendation to the council on the appointment processes for the other City boards and commissions. Councilor Hansen stated that future appointments to the partnership can follow the selection policy developed by Mayor Obie and Councilor Wooten. Mayor Obie added that he, and Councilors Wooten and Hansen, can bring back a recommendation to the council on the future appointment process for the partnership openings. In response to a question by Councilor Ehrman regarding the vacancy on the Downtown Commission, Mr. Gleason said staff was attempting to schedule those interviews at the same time the interviews for the partnership finalists occur. VI. EX OFFICIO MEMBERS OF THE PLANNING AND DOWNTOWN COMMISSIONS (memo, ordinance, background information distributed) City Manager Micheal Gleason introduced the agenda item, explaining that two existing ordinances contained conflicting language regarding ex officio members. He reviewed his January 9, 1985, memorandum to the City Council which outlined the need for close communication between the City Manager's Office and the Planning and Downtown commissions. He said the City Attorney.s Office had suggested that the ordinances be revised for con- sistency. e CB 280l--An ordinance regarding ex officio members of the Planning Commission and the Downtown Commission; amending Sections 2.155 and 2.330 of the Eugene Code, 1971; and declaring an emergency. Ms. Wooten moved, seconded by Mr. Hansen, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. In response to a question by Councilor Wooten regarding the status of hiring a Director for the Development Department, Mr. Gleason said he was currently reviewing the list of applicants but that it would be some time before a selection was made. In response to a comment by Councilor Ehrman, Mr. Gleason explained that an ex officio member could enter into commission discussions but could not vote. He said the formal appointment process asserted the responsibility for the ex officio member to be well versed in the agenda items. He said the City Manager traditionally attended the council and the two commission meet- ings, but he said he had changed that process. He felt a formal process as outlined in this ordinance was necessary. Councilor Rutan commented that communication between the Planning Commission and the City Manager can occur through the Planning Director but that it will be appropriate for the Development Department Director to attend the Planning Commission meetings.
