<br />e <br /> <br />In response to a question by Councilor Holmer, Mayor Obie said that he and <br />Councilor Wooten will present a recommendation to the council on the <br />appointment processes for the other City boards and commissions. Councilor <br />Hansen stated that future appointments to the partnership can follow the <br />selection policy developed by Mayor Obie and Councilor Wooten. Mayor Obie <br />added that he, and Councilors Wooten and Hansen, can bring back a <br />recommendation to the council on the future appointment process for the <br />partnership openings. <br /> <br />In response to a question by Councilor Ehrman regarding the vacancy on the <br />Downtown Commission, Mr. Gleason said staff was attempting to schedule those <br />interviews at the same time the interviews for the partnership finalists <br />occur. <br /> <br />VI. EX OFFICIO MEMBERS OF THE PLANNING AND DOWNTOWN COMMISSIONS (memo, <br />ordinance, background information distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item, explaining that two <br />existing ordinances contained conflicting language regarding ex officio <br />members. He reviewed his January 9, 1985, memorandum to the City Council <br />which outlined the need for close communication between the City Manager's <br />Office and the Planning and Downtown commissions. He said the City <br />Attorney.s Office had suggested that the ordinances be revised for con- <br />sistency. <br /> <br />e <br /> <br />CB 280l--An ordinance regarding ex officio members of the <br />Planning Commission and the Downtown Commission; <br />amending Sections 2.155 and 2.330 of the Eugene Code, <br />1971; and declaring an emergency. <br /> <br />Ms. Wooten moved, seconded by Mr. Hansen, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at <br />this time. <br /> <br />In response to a question by Councilor Wooten regarding the status of hiring <br />a Director for the Development Department, Mr. Gleason said he was currently <br />reviewing the list of applicants but that it would be some time before a <br />selection was made. <br /> <br />In response to a comment by Councilor Ehrman, Mr. Gleason explained that an <br />ex officio member could enter into commission discussions but could not <br />vote. He said the formal appointment process asserted the responsibility for <br />the ex officio member to be well versed in the agenda items. He said the <br />City Manager traditionally attended the council and the two commission meet- <br />ings, but he said he had changed that process. He felt a formal process as <br />outlined in this ordinance was necessary.
