<br />Council Bill 2801 was read the second time by council bill number only. <br /> <br />- <br /> <br />Ms. Wooten moved, seconded by Mr. Hansen, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19303). <br /> <br />RESOLUTION REGARDING ANNEXATION REQUEST IN GLENWOOD (A/Z 84-2) (Dale <br />Fischer) (memo, map, background information distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Terry Jones of the <br />Planning Department presented the staff report, briefly reviewing the <br />December 17, 1984, Planning Department memorandum to the City Council which <br />described the two parcels involved in the annexation request and the council <br />action requested. She also briefly reviewed the history of the request and <br />the action taken by the Planning Commission. Ms. Jones explained that the <br />annexation request fell under the new Planning Department procedures and that <br />the council could either adopt the resolutions which recommended the annex- <br />ation on to the Boundary Commission or could hold a pUblic hearing if sup- <br />ported by at least five of the councilors. She said that a tentative date <br />for the public hearing had been set for January 28, 1985. Ms. Jones noted <br />that Dorothy Anderson of the Planning Commission was present to answer any <br />questions and that Councilor Rutan had also been present at the public <br />hearing. <br /> <br />VII. <br /> <br />e <br /> <br />In response to a question by Councilor Hansen, Ms. Jones stated that the <br />Planning Commission had held a pUblic hearing on the annexation request. She <br />said that no public testimony was received at that hearing. Councilor Schue <br />noted that the revised process allowed for one public hearing and one appeal. <br /> <br />Res. No. 3893--A resolution supporting a recommendation to the <br />Boundary Commission for annexation of property <br />located on the east side of Henderson Avenue <br />between 21st and 22nd avenues. <br /> <br />Res. No. 3894--A resolution supporting a recommendation to the <br />Boundary Commission for annexation of property <br />located on the east side of Henderson Avenue <br />between 19th Avenue and the railroad tracks. <br /> <br />Ms. Wooten moved, seconded by Mr. Hansen, to adopt the <br />resolutions. <br /> <br />Councilor Bascom stated that she had toured the area in question as it was <br />part of her ward. She said she supported the staff recommendation, stating <br />that she felt it was inevitable that industry will take over the area. <br /> <br />Referring to the letter submitted by Virginia Boucher and Fary Entsminger, <br />Councilor Ehrman commented that the area was already a mixture of designa- <br />tions and that she could not support their request that Tax Lot 2000 be <br />excluded from the annexation request. <br /> <br />- <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 9, 1985 <br /> <br />Page 6 <br />
