FOLLOW-UP TO PASSAGE OF BALLOT MEASURE #51 (memo, initiative petition <br />distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item and presented the <br />staff report. Reviewing the January 3, 1985, memorandum from the Public <br />Information Director to the City Council, he stated that the only action <br />before the council was whether it wished to read the title of the ballot mea- <br />sure. He said the proponents of the ballot measure had been contacted and <br />felt that the requirements of the measure had been met. He said the pro- <br />ponents were requesting that the title be read publicly by the council. <br /> <br />Councilor Schue said the ballot measure specified that some attempt be made <br />to notify the media of the substance of the measure. She suggested that the <br />ballot measure be read at the council 's next scheduled Monday night meeting. <br />Councilor Bascom concurred, stating that it was an appropriate response to <br />the request. <br /> <br />Councilor Hansen commented that sufficient media coverage had been given to <br />the issue. He stated that he opposed performing any action beyond what was <br />specifically required by the ballot measure. Councilor Holmer said that he <br />supported the staff recommendation for disseminating information regarding <br />the ballot measure as listed in the January 3 memorandum. <br /> <br />Councilor Miller said he did not foresee any difficulty with public reading <br />of the ballot measure. He said he favored complying with the intent, as well <br />as the letter, of the ballot measure. <br /> <br />Ms. Schue moved, seconded by Ms. Ehrman, that the content of <br />Ballot Measure #51 be read at the next meeting of the Eugene <br />City Council in order to carry out the directive of that <br />measure. Roll call vote; the motion carried 6:2; Councilors <br />Wooten, Bascom, Ehrman, Miller, Rutan, and Schue voting aye; <br />and Councilors Hansen and Holmer voting nay. <br /> <br />Ms. Wooten moved, seconded by Ms. Ehrman, that the City Manager <br />be directed to transmit on behalf of the City Council a copy of <br />Ballot Measure #51 to the public officials named in Section 2 <br />of the measure. Roll call vote; the motion carried, 7:0, <br />Mr. Hansen abstaining. <br /> <br />Councilor Wooten asked that the issue of abstentions and when they are justi- <br />fied be clarified for the council. Mayor Obie felt that it would be appro- <br />priate for council protocol to be clarified for the new council members. <br /> <br />In response to the suggestion by Councilor Schue regarding the reading of the <br />ballot measure, Mr. Gleason stated that the January 14 council meeting was a <br />work session. He said the reading will be scheduled for the next regular <br />Monday meeting. Councilor Holmer asked how a councilor should ask to address <br />the council following the reading of the ballot measure. Councilor Hansen <br />commented that he did not believe that any council action was required on the <br />ballot measure because it had been passed by a vote of the people.
