To address this charge, we are doing a <br />comprehensive review of Chapter 3 of the Eugene Code, which deal s with <br />business licenses. Our principle objectives have been to standardize the laws <br />and administrative practices, and to regulate only when necessary to protect <br />the public health and safety. <br /> <br />We have used guidelines adopted by you in considering the revisions. Based on <br />those guidelines, we have: <br /> <br />1. <br /> <br />Defined the purpose of the business license program as one that <br />licenses buslness activities in instances where the City has a <br />concern about the general public health and safety. <br /> <br />2. Reduced, combined, or eliminated licenses or steps within licenses <br />wherever possible. We recommend deleting eight licenses' because <br />the activities of those businesses are regulated by other laws <br />and/or jurisdictions. <br /> <br />3. Established a maximum timeframe within which all applications will <br />receive final action by the City. After submission of a complete <br />application, we propose that the applicant receive a decision from <br />the City within 30 days. If the applicant appeals the City.s <br />decision, the notice of appeal, the hearing, and the decision will <br />occur within another 40 days. These timeframes are similar to those <br />used by other departments and reflect the maximum time allowed for <br />review and appeal. <br /> <br />4. Defined and standardized the appropriate level of review so that all <br />licenses are approved administratively with appeal to the hearings <br />official. <br /> <br />5. <br /> <br />in provisions common to <br />administrative procedures <br /> <br />processes by <br />that govern <br /> <br />Maintained consistency <br />completely revising the <br />business license laws. <br /> <br />6. <br /> <br />Steamlined portions of the process governed by administrative <br />pract ice by deve 1 opi ng in-house procedures to govern the da i ly <br />administration of the business license program. <br />
