Staff will present plan highlights and will be <br />available for questions at a Council work session set for May 8. Eugene's <br />Culture/Leisure Plan and Appendix is enclosed under separate cover for your <br />review. <br /> <br />During its review of the plan the Planning Commission discussed a number of <br />issues including: 1) the relationship of the Culture/Leisure Plan to the <br />Community Goals and Policies document; 2) the city's financial role in culture <br />and leisure; 3) the role of city departments; and 4) the role of the <br />Culture/Leisure Team. <br /> <br />Plan Highlights <br /> <br />e <br /> <br />The plan assumes that culture <br />community's quality of life as <br />issue areas addressed by the <br />development; and 3) community <br />plan summarizes these issues. <br />beginning on page II-I. <br /> <br />and leisure opportunities contribute to the <br />well as its economic vitality. It suggests that a <br />Cul ture/Lei sure Team be formed to enhance communi cat i on among the vari ous <br />groups to coordinate culture/leisure activities, and to effectively market <br />Eugene as a culture/leisure center. Discussion of the city's role in the <br />Culture/Leisure Team begins on page 111-3. <br /> <br />The Appendix includes suggested actions, background data, and an inventory of <br />culture/leisure resources. <br /> <br />The Planning Process <br /> <br />In 1981, the City Council adopted the Eugene Six-Point Economic Diversi- <br />fication Program to improve the economic welfare of Eugene citizens. The <br />program recognized the significant impact that culture and leisure activities <br />can have on the long-term stability of the community's economy as well as the <br />quality of life. <br /> <br />e <br /> <br />On December 15, 1983, work began on the Culture/Leisure Plan with a citizen <br />roundtable luncheon, 11'84 and Beyond: Setting the Stage for Arts, Sports, and <br />Lei sure. II At the event, di scussion focussed on culture and lei sure <br />opportunities through economic diversification. As a result of the luncheon, <br />approximately 60 citizens volunteered to serve on the Culture/Leisure <br />Planning Team to prepare a draft Culture/Leisure Plan. These citizens <br />
