<br />Removal of Parking and Closure of 13th Avenue <br /> <br />The closure of 13th between Alder and Kincaid, while allowing for more on- ~ <br />street business activity, would also immediately impact the following: <br /> <br />1. LTD buses that pick up and di scharge passengers at the rate of <br />twelve times an hour. <br /> <br />2. Tra ffi c ci rcul at i on for Northwest Chri st i an Co 11 ege and Sacred <br />Heart Hospital. <br /> <br />3. Access for Fire and Police services. <br /> <br />4. Parking for businesses located on 13th between Alder and Kincaid. <br /> <br />Vending on University Property <br /> <br />In response to a request from the Oregon State Board of Higher Education and <br />the State of Oregon, Eugene Ci ty Council adopted, on December 28, 1970, <br />Ordinance 16147, vacating 13th Avenue from the East margin of Kincaid Street <br />to the West margin of University. Oregon Administrative Rule 571-50-030 <br />prohibits commercial sol icitation and transactions on campus except with <br />written permission by the University President's designated representative, <br />the Director of Erb Memorial Union. <br /> <br />On April 8, 1985, we. met with Adell McMillan, Director of Erb Memorial Union, <br />and David Rowe, University Planner, to discuss the possibility of permitting ~ <br />sidewalk vendors to conduct business on the vacated portion of 13th Avenue. ~ <br />Ms. McMillan felt that permission for vendors to locate on campus could not be <br />granted. This decision was based on a history of negative reaction from <br />University staff to the noise and litter caused by booths and pushcarts <br />located on campus during semi-annual street fairs. <br /> <br />We also researched University policy in other states and cities with regard to <br />vending on University property. All Universities researched were governed by <br />rules similar to those at the Universtiy of Oregon, which state that public <br />property cannot be used for commercial purposes.
