Therefore, sidewalk vendors should be encouraged as a <br /> convenient and lively way of life. <br /> Mr. Rutan supported the exclusion of balloons from sidewalk vending because <br /> the number of articles sold by flower vendors should be limited. <br /> Mr. Rutan moved to amend the motion to change Section 3.338(e} <br /> as follows: (Bracketed material should be deleted.
