Councilors Bascom, Wooten, <br /> Miller, Schue, and Mayor Obie voted nay. <br /> Answering a question from Mr. Miller, Ms. Rudnick said the proposed ordinance <br /> contains policy direction and authorizes the city manager to determine the <br /> amount of insurance necessary to protect the City and the public from loss or <br /> damage. Mr. Sercombe said State law limits the liability of the City. The <br /> city manager will determine the amount that is adequate to protect the <br /> public. The amount may change from year to year. <br /> Mr. Hansen will support the motion with some hesitation. He would like the <br /> council to reconsider the sidewalk vending regulations in May 1986. He <br /> thought the City may give a better opportunity to make a profit to pushcart <br /> owners than to permanent merchants. <br /> Ms. Ehrman commented that the council had compromised and done its best to <br /> address the concerns of everyone. <br /> Mayor Obie agreed with Ms.' Ehrman. <br /> Roll call vote; the motion carried unanimously, 8:0. <br /> e Ms. Wooten moved, seconded by Mr. Hansen, that the bill be <br /> approved and given final passage. Roll call vote; the motion <br /> carried 7:1; Councilors Wooten, Hansen, Schue, Bascom, Ehrman, <br /> Rutan, and Miller voting aye and Councilor Holmer voting nay. <br /> Ms. Smernoff suggested councilors direct the City Manager to prepare changes <br /> to chapter 9 to address concerns about outdoor merchandizing on private <br /> property. <br /> Ms. Wooten commented that she is only interested in limiting hazardous trans- <br /> actions across the public right-of-way and thought that was the intent of the <br /> revisions to Chapter 9. She did not want the revisions to make it impossible <br /> for people to sell flowers from buckets on private property. <br /> Mr. Rutan said would like the council to discuss transactions from private <br /> property on and across the right-of-way. <br /> Mr. Gleason said the staff will present options to the council. <br /> Ms. Schue hoped the staff will present information about how much selling goes <br /> on from parking lots and whether it causes difficulty <br /> Mayor Obie recessed the meeting of the Eugene City Council and convened a <br /> meeting of the Eugene Urban Renewal Agency. <br /> e <br /> MINUTES--Eugene City Council June 12, 1985 Page 7 <br />
