She thought the reference to al ternative <br /> transportation modes needs to be refined. She favors an urban riverbank at <br /> the Riverfront Park. She said the city has much natural riverbank and a well <br /> done, different development would be good. She congratulated Councilor Wooten <br /> and the Riverfront Study Committee members on their work. She is pleased with <br /> the cooperation between the City and the University. <br /> Responding to some of the testimony, Councilor Wooten said the Riverfront <br /> Study Committee did not disappear. Members worked very hard for nine months <br /> and had about 18 public meetings to prepare the study. There was broad public <br /> participation on the committee and in its meetings. She and Mr. Holmer are <br /> working with the staff on a new ordinance to regulate toxic wastes. She sa i d <br /> no one knows what the economic benefits from the Riverfront Park will be. She <br /> asked the staff to review the information given the council in the late 70's <br /> about providing jobs for people here now. She said representatives of Agripac <br /> were on the Riverfront Study Committee. They indicated that the company would <br /> like to move from the present location. <br /> Ms. Wooten said the City must maintain clear and joint public accountability <br /> for the Riverfront Park with the University of Oregon, the Riverfront Science <br /> Park Corporation, and the master developer. There must be ongoing communica- <br /> e tion among them. She thought the Planning Commission did a good job of adding <br /> safeguards for the transportation system. <br /> Mayor Obie said the community always wants economic development and public <br /> participation in decisions. The public has had a good opportunity to comment <br /> on the Riverfront Park Study and the council will continue to receive public <br /> comments until July 17, 1985. There are lots of opportunities to influence <br /> the decisions. He expressed concern for the people in the city who are <br /> unemployed, those who have lost their homes, and those who have had to move <br /> away from the city. He said the council is trying its best to change the <br /> community so that citizens will not have to face the deep ravishes of the <br /> recession. <br /> Mayor Obie recessed the meeting briefly at 9:10 p.m. and reconvened it about <br /> 9:20 p.m. <br /> III. CULTURE/LEISURE PLAN (memo, resolution distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Mary Winston of the <br /> Parks and Recreation Department gave the staff report. She said the council <br /> subcommittee recommended adoption of the Culture/Leisure Plan with the revi- <br /> sions and errata in the memo attached to the council agenda and the exclusion <br /> of pages 111-3 through 111-5 of the plan concerning the City's role in a <br /> culture/leisure partnership.
