They agreed on the City.s commitment to arts, <br /> leisure, and sports activities as destination point activities in the City's <br /> economic development program. The subcommittee members could not agree on a <br /> means of implementing the commitment. She emphasized that the subcommittee <br /> members will continue to work on ways to implement the plan. <br /> Referring to the second change suggested in the Goals and Policies section, <br /> Ms. Ehrman suggested the following modification: (Bracketed ma teria 1 shoul d <br /> be deleted.) <br /> People, programs, facilities, and finances are key resources in the <br /> culture/leisure industry. Public financial resources [for culture and <br /> leisure activities] are limited. . . <br /> Other councilors agreed to her suggestion. <br /> Ms. Bascom said the subcommittee included financial restraints in the revi- <br /> sions and errata without undermining the integrity of the plan. She sa i d the <br /> implementation of the plan now is assigned to a staff team. <br /> Mr. Holmer said his objective in seeking a reference to public financial <br /> resources was intended to reassure lay people that the council recognizes <br /> facts that underly all aspects of City government. <br /> Ms. Wooten asked the staff to present the suggestions for implementation by <br /> e the private sector to the subcommittee before the council considers them. <br /> Resolution No. 3929--A resolution adopting the Culture/Leisure <br /> Pl an. <br /> Ms. Wooten moved, seconded by Mr. Hansen, to adopt the <br /> resolution. <br /> Ms. Wooten said the adoption of the Culture/Leisure Plan is a giant step <br /> forward. She thanked the staff for its work. <br /> Roll call vote; the motion carried unanimously, 7:0. <br /> Ms. Winston thanked the council on behalf of the Culture/Leisure Planning <br /> Team. <br /> IV. MAPLETON RANGER DISTRICT INJUNCTION (memo, statement distributed) <br /> City Manager Michael Gleason introduced the agenda item. Elizabeth Cherry <br /> of the Intergovernmental Relations Division gave the staff report. She sa i d <br /> new timber sales have been enjoined for almost a year-and-a-half and the old <br /> sales are being completed in the Mapleton Ranger District.
