<br /> An appropriations rider introduced by Senator Hatfield states that tracts in <br /> e the Mapleton Ranger District sold in the late 1970's and returned under the <br /> 1984 timber contract relief program will be considered old sales and will be <br /> available for resale without violating the Federal injunction. It will <br /> provide two to two-and-a-ha1f years of timber harvest and about 2~OOO jobs <br /> in the Map1eton Ranger District. <br /> Ms. Cherry said the City Attorney modified the resolution distributed in the <br /> council packets. The last resolution distributed to the council has been <br /> approved by the City Attorney. It sta tes tha t the Eugene Ci ty Counci 1 <br /> supports only sales that do not cause environmental degradation. <br /> Ms. Schue said L-COG has been considering the situtation in the Mapleton <br /> Ranger District for months. L-COG members from western Lane County have <br /> expressed concerns about the economy of that region and other L-COG members <br /> are concerned about the economic health of all of Lane County. Sena tor <br /> Hatfield's proposal is a temporary solution. She recommended approval as a <br /> way of recognizing the economic problems of Eugene and the rest of Lane <br /> County. <br /> Answering a question from Ms. Ehrman, Ms. Cherry said she did not believe <br /> the Lane County Commissioners have acted on the proposal. <br /> Responding to a question from Ms. Wooten, Ms. Cherry said it will take the <br /> Forest Service two to three years to complete the work required by the <br /> court. Ms. Wooten thought the work can be completed by October 1986. She <br /> e noted the council has a precedent of taking positions only on issues that <br /> directly affect Eugene. She said the Map1eton Ranger District injunction is <br /> a complex issue. She cannot participate in the council vote because her <br /> employment may involve her in the legislation. <br /> Mr. Hansen said the economy of western Lane County directly affects the <br /> economy of Eugene; therefore, Eugene will be affected if the mills in <br /> Mapleton close. He would support the resolution. <br /> Resolution No. 3932--A resolution supporting Federal legis- <br /> lation which would authorize the U.S. <br /> Forest Service to make sales of timber <br /> tracts within the Map1eton Ranger <br /> District. <br /> Mr. Hansen moved, seconded by Ms. Schue, to adopt the <br /> resolution. <br /> Ms. Ehrman will not support the motion because she does not have enough <br /> background information. <br /> Ms. Bascom will support the motion because the solution is a "straight <br /> forward interim" one. <br /> Roll call vote; the motion carried, 5:1.
