<br /> Ms. Wooten moved, seconded by Ms. Schue, to approve the concept <br />e of the Riverfront Park Study as modified by the staff notes of <br /> July 17, 1985, and council discussions on July 8 and 17, 1985. <br /> Ms. Decker reviewed the changes included in the motion. They were: <br /> l. Addition of a preliminary sentence which begins: "Eugene has been <br /> success ful in encoura gi ng . . . II to the modi fi ca ti on to the di scus- <br /> sion under Policy B2; <br /> 2. Establishment of a 35-foot minimum setback; <br /> 3. Del eti on of the sentence beginning wi th "For exampl e, no more than <br /> 50 percent . . . II from the modi fi ca ti on to the th i rd cri teri on for <br /> the Riverfront Park Special District; <br /> 4. Approval of the addition to the discussion under Policy Cl which <br /> begins: "Development wi thin the Riverfront Park Study Area provi des <br /> unique opportunities to create more of an urban edge. . ."; and <br /> 5. Deletion of the 60-foot height limitation from the draft standards <br /> for the SD, Special Development District. <br /> Roll call vote; the motion carried unanimously, 6:0. <br />e Ms. Wooten moved, seconded by Ms. Schue, to initiate an amend- <br /> ment to the Eugene/Springfield Metropolitan Area General Plan <br /> based on Attachment A of the Riverfront Park Study and utilizing <br /> the process described in Chapter IV of the Metro Plan. <br /> Ms. Wooten asked the staff to send a letter to or attend a meeting of the <br /> Metropolitan Area Plan Advisory Committee (MAPAC) to explain why the council <br /> initiated a separate amendment process instead of including the amendment in <br /> the Metro Plan mid-period review. <br /> Roll call vote; the motion carried unanimously, 6:0. <br /> IV. ORDINANCE CONCERNING SEWER USER FEES (memo, ordinance distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Answering a question <br /> from Ms. Schue, he said street sweeping charges are included in the storm <br /> drainage system operation and maintenance charges in the sewer user fees. <br /> Ms. Wooten called the attention of other councilors to a memo from Councilor <br /> Hansen in which he objected to the use of water consumption as the basis for <br /> paying street sweeping costs. He said sewer uses fees should have been <br /> addressed in the budget process.
