<br /> ? <br /> CB 2840--An ordinance concerning sewer user charges; amending <br />e Sections 7.010, 7.020, 7.023, 7.025, 7.030, 7.035, and <br /> 7.045 of the Eugene Code, 1971; providing an effective <br /> date; and declaring an emergency. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be read <br /> the second time by council bill number only, with unanimous con- <br /> sent of the council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 6:0. <br /> Council Bill 2840 was read the second time by council bill number only. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be <br /> approved and given final passage. <br /> Ms. Ehrman said she would oppose the motion. She appreciated the staff's help <br /> in understanding the issue. She said the street sweeping program and the <br /> storm drainage system are part of the infrastructure and should not be <br /> financed by sewer charges. <br /> Mr. Holmer said he did not object to the inclusions in the sewer charges, but <br /> he would oppose the motion because sewer rates should be addressed in the <br /> budget process. <br /> Roll call vote; the motion carried 4:3; Ms. Schue, Mr. Rutan, <br /> Ms. Bascom, and Mayor Obie voting aye and Mr. Holmer, <br />e Ms. Wooten, and Ms. Ehrman voting nay, the bill was declared <br /> passed (and became Ordinance No. 19342 without an emergency <br /> clause). <br /> v. LCDC METROPOLITAN AREA GENERAL PLAN COMPLIANCE REQUIREMENTS (memo, <br /> ordinance distributed) <br /> City Manager Micheal Gleason introduced the agenda item. <br /> CB 2839--An ordinance amending the Eugene-Springfield <br /> Metropolitan Area General Plan and deClaring an <br /> emergency. <br /> Ms. Wooten moved, seconded by Ms. Schue, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at this <br /> time. <br /> Ms. Ehrman said she will vote in favor of the motion although she would have <br /> preferred to treat the two heronries in the same manner. <br /> Roll call vote; the motion carried unanimously, 6:0. <br /> Council Bill 2839 was read the second time by council bill number only. <br />e <br /> MINUTES--Eugene City Council July 17, 1985 ~~7 <br />
