<br /> 0~. , <br /> e <br /> M E M 0 RAN 0 U M <br /> September 3, 1985 <br /> To: Mayor and City Council <br /> From: Parks and Recreation Department <br /> SUBJECT: 1985 PARKS AND RECREATION ~ASTER PLAN ANNUAL REVIEW-- <br /> RESPONSE TO QUESTIONS RAISED AT AUGUST 12, 1985, SESSION <br /> Following the public hearing on August 12, 1985, the Council expressed <br /> three concerns for staff to respond to before adopting the Parks <br /> Master Plan. Staff recommend the following changes or lack of action: <br /> 1. <br /> tit <br /> Discussion: The feasibility of expanding Laurelwood was examined <br /> by the National Golf Foundation last winter. It advised that the <br /> best expansion effort would cost in excess of one million dollars. <br /> Once into that price range they recommended considering other <br /> sites that would yield a better golfing experience. <br /> The golf study also pointed out that the Eugene area is very <br /> deficient in regulation golf courses. Staff feel that the feasi- <br /> bility of any regulation golf course proposals now under consider- <br /> ation would not be jeopardized by the expansion of Laurelwood to a <br /> sub-regulation l8-hole course. <br /> The Metro Golf Study Committee \~ill have a recommendation con- <br /> cerning proposed golfing opportunities this fall. That recom- <br /> mendation will be proposed for inclusion in the Parks Master <br /> Plan during the 1986 annual review, which will be up for public <br /> response next spring. <br /> 2. Concerning the Maude Kerns Art Center: The recently adopted <br /> Culture/Leisure Plan outlines both the City's role to coordinate <br /> and assist in the delivery of culture/leisure services and facili- <br /> ties, but not to assume responsibility for private culture/ <br /> e leisure institutions. The Parks and Recreation Department <br />
