0~. ,
e
M E M 0 RAN 0 U M
September 3, 1985
To: Mayor and City Council
From: Parks and Recreation Department
SUBJECT: 1985 PARKS AND RECREATION ~ASTER PLAN ANNUAL REVIEW--
RESPONSE TO QUESTIONS RAISED AT AUGUST 12, 1985, SESSION
Following the public hearing on August 12, 1985, the Council expressed
three concerns for staff to respond to before adopting the Parks
Master Plan. Staff recommend the following changes or lack of action:
1.
tit
Discussion: The feasibility of expanding Laurelwood was examined
by the National Golf Foundation last winter. It advised that the
best expansion effort would cost in excess of one million dollars.
Once into that price range they recommended considering other
sites that would yield a better golfing experience.
The golf study also pointed out that the Eugene area is very
deficient in regulation golf courses. Staff feel that the feasi-
bility of any regulation golf course proposals now under consider-
ation would not be jeopardized by the expansion of Laurelwood to a
sub-regulation l8-hole course.
The Metro Golf Study Committee \~ill have a recommendation con-
cerning proposed golfing opportunities this fall. That recom-
mendation will be proposed for inclusion in the Parks Master
Plan during the 1986 annual review, which will be up for public
response next spring.
2. Concerning the Maude Kerns Art Center: The recently adopted
Culture/Leisure Plan outlines both the City's role to coordinate
and assist in the delivery of culture/leisure services and facili-
ties, but not to assume responsibility for private culture/
e leisure institutions.
