Teitzel, City Engineer /,'~.~ <br /> SUBJECT: CONTRACT AWARD AND ASSESSMENT FOR PUBLIC IMPROVEMENT PROJECT <br /> 85-16 Paving and sanitary sewers in Alfaretta Drive from Rio Glen to 700 <br /> feet east (Job 4F2l48) <br /> This project was initiated in April, 1985 by a petition representing 51 <br /> percent of property owners. The City Council approved the project by <br /> Resolution No. 3912 on April 17, 1985, directing the Public Works Department <br /> to prepare plans and specifications and authorizing the costs of the <br /> improvement to be assess to properties within the improvement district 1n <br /> accordance with applicable sections of the Eugene Code, 1971. <br /> e All property owners within the assessment district of the above project were <br /> notified of a hearing before the Hearings Official to consider objections to <br /> the contract award and the proposed assessment. A hearing was held on <br /> September 3, 1985. Proposed findings are attached. <br /> RECOMMENDED ACTION BY THE CITY COUNCIL: <br /> The first action should be to adopt the report and find ings from the Hearing <br /> Officer (attached). The second action should be to approve the ordinance. <br /> 85-22 Sanitary sewer on Bailey Hill Road from 950 feet south of West 11th <br /> Avenue to 1200 feet south of West 11th Avenue (Job 1f2210) <br /> This project was initiated in May, 1985 by a petition representing 56 percent <br /> of property owners. The City Council approved the project by Resolution No. <br /> 3928 on June 26, 1985, directing the Public Works Department to prepare plans <br /> and specifications and authorizing the costs of the improvement to be assess <br /> to properties within the improvement district in accordance with applicable <br /> sections of the Eugene Code, 1971. <br /> All property owners within the assessment district of the above project were <br /> notified of a hearing before the Hearings Official to consider objections to <br /> the contract award and the proposed assessment. A hearing was held on <br /> September 3, 1985. There were no unresolved problems or requests to be <br /> -- heard. Proposed findings are attached. <br /> RECOHMENDED ACTION BY THE CITY COUNCIL: <br /> The first action should be to approve the project and to adopt the findings <br /> attached. The second action should be to approve the ordinance. <br />
