He sa i d <br /> he was nervous about adding items to the Plan Update which did not represent <br /> anything meaningful until financed. <br /> Ms. Wooten moved, seconded by Mr. Holmer, to postpone action <br /> on the Parks and Recreation Master Plan Update, requesting <br /> clarification on the acquisition of Maude Kerns Art Center and <br /> the golf course expansion and activity, and corrections to those <br /> inclusions referencing the Culture/Leisure Plan. EXEMPTION TO ORDINANCE GOVERNING OUTDOOR BURNING (memo, ordinance <br /> distributed) {continued) <br /> Assistant City Manager David Whitlow introduced the agenda item. Jim Farah of <br /> the Planning Department presented the staff report, stating that rare plants <br /> were discovered in the Willow Creek Basin during the development of the <br /> Metropolitan Plan in 1979 and 1980. He sta ted tha t the property owners worked <br /> with the Nature Conservancy to assume management of the rare plant area. He <br /> said the Nature Conservancy had contacted the City regarding the possibility <br /> of conducting a burn to deal with competing vegetation and to manage the <br /> site. Mr. Farah said staff informed the Nature Conservancy that the request <br /> was against the Outdoor Burning Ordinance but then began work with the Fire <br /> - Department, City Attorney's Office, L-RAPA, and the conservancy to resolve the <br /> s i tua t i on . Mr. Farah said the ordinance before the City Council was an <br /> exception to the ordinance in which staff balanced the competing goals of <br /> maintaining the airshed quality and maintaining the vegetation of Willow Creek <br /> Basin. <br /> CB 2841--A special ordinance granting an exemption to the <br /> application of Eugene Code, 1971, Section 6.200; and <br /> declaring an emergency. <br /> Ms. Wooten moved, seconded by Mr. Holmer, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at this <br /> time.
