Ms. Wooten moved, seconded by Mr. Hansen, to approve the City - Council minutes of May 8, June 24, June 26, July 8, July 17, August 7, and August 12, 1985. Roll call vote; the motion carried unanimously, 8:0. B. Segregation of Assessment for Property Located on the South Side of Country Club Road, West of Southwood Street (SE 85-2) Ms. Wooten moved, seconded by Mr. Hansen, to approve the segre- gation of assessment as noted. Roll call vote; the motion carried unanimously, 8:0. III. RIVERFRONT PARK URBAN RENEWAL PLAN (memo, ordinance, background information distributed) City Manager Micheal Gleason introduced the agenda item. Ms. Wooten emphasized that approval of the ordinance would be subject to the changes made by the council at its meeting on Monday, September 9, 1985. CB 2847--An ordinance adopting the Riverfront Park Urban Renewal Pl an. Ms. Wooten moved, seconded by Mr. Hansen, that the bill be read the second time by council bill number only, with unanimous e consent of the council, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 8:0. Council Bill 2847 was read the second time by council bill number only. Ms. Wooten moved, seconded by Mr. Hansen, that the bill including the changes made by the council on September 9, 1985, be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance No. 19352). IV. EUGENE'S CONDOMINIUM CONVERSION ORDINANCE (memo, background information distributed) City Manager Micheal Gleason introduced the agenda item. Planning Director Susan Brody gave the staff report. She said the condominium conversion ordi- nance was adopted in June of 1980 to provide some protection to elderly people and people with low incomes. The staff would like direction to proceed with the revision and its public review because of experience with the ordinance. The process of reviewing applications can be streamlined. Ms. Wooten said she does not want the protections for elderly people and people with low incomes to be eroded. - MINUTES--Eugene City Council September 11, 1985 Page 3
