<br /> . ,< <br /> . . <br /> . <br /> . <br /> e RESOLUTION NO. 3942 <br /> A RESOLUTION REFERRING A CHARTER AMENDMENT <br /> CREATING INCOME TAX, LIMITING RATE AND DEDICATING <br /> REVENUES, TO THE ELECTORS OF THE CITY OF EUGENE. <br /> The City Council of the City of Eugene finds that: <br /> The City Council is considering a City of Eugene Personal <br /> Income Tax Act which contains a limit on the tax rate and dedicates <br /> the revenue expenditure thereof. <br /> The Council has determined that a Charter Amendment creating <br /> a city income tax, limiting the tax rate, and dedicating revenues <br /> should be referred to the electors of the City. <br /> NOW, THEREFORE, <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, <br /> - a Municipal Corporation of the State of Oregon, that the Measure <br /> hereinafter set forth be submitted to the legal voters of the <br /> City of Eugene, Oregon, at a special election to be held on <br /> Tuesday, November 5, 1985: <br /> MEASURE SUBMITTED TO THE <br /> VOTERS BY THE CITY COUNCIL <br /> Measure No. 51 <br /> Charter Amendment creating income tax, limiting rates and <br /> dedicating revenues. <br /> Should there be a City income tax for capital expenditures <br /> initially limited to 4/10% of taxable income and later 1/4%? <br /> Charter Amendment creates city income tax. Limits <br /> tax rate to 4/10% of taxable income. Limits tax rate to 1/4% <br /> of taxable income when final payment for city airport and <br /> library improvemen ts has been made. Dedicates income tax revenue <br /> solely to improvements to the city airport and library, <br /> e other city capital expenditures and administration of the tax. <br /> THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br /> 1 - Resolution <br />
