<br /> . <br /> e <br /> October 23, 1985 <br /> MEMORANDUM <br /> TO: Mayor and City Council <br /> FROM: Planning Department <br /> SUBJECT: EWEB MASTER PLAN REVIEW AND COMMENTS <br /> I. Introduction <br /> The EWEB Master Plan Draft is coming to the City Council at this time to <br /> provide the Council with an opportunity for input in advance of the Board's <br /> decision on the Master Plan and the budget process for the coming year. The <br /> EWEB Board is considering two alternative site plans for their existing site <br /> along with alternative sites outside the downtown area. Because EWEB's <br /> preference is to remain on their current site, the Master Plan Draft is not <br /> addressing alternative sites at this time. <br /> I J. Background <br /> e Both the Downtown Plan and the Riverfront Special Area Study provide policy <br /> direction for the EWEB site, with the Riverfront Park Study having a direct <br /> effect on University-owned land currently leased by EWEB to meet part of its <br /> storage needs. While the EWEB Master Plan draft was initially prepared in <br /> February, 1984, additional work has been done since the development of the <br /> Riverfront Park Special Area Study to take into account the incorporation of <br /> the University-owned land into the future research park. The draft plan has <br /> been considered by both the Downtown Commission and Planning Commission and <br /> both commissions have forwarded letters to the Counci 1 with their <br /> recommendations on a future office location as well as other comments for <br /> Counci 1 consideration. The July 8th Draft of the Master Plan provides the <br /> basis for commission comments and has been included in the Council packets <br /> under separate cover. <br /> III. EWEB Master Plan Alternatives <br /> In the draft plan forwarded by Moreland/Unruh PC and Saul and Associates, two <br /> schemes are illustrated in map form fo 11 owi ng page six of the summary. <br /> Alternative locations for the future EWEB office building represent the major <br /> difference between these two schemes. Scheme 1 calls for locating the office <br /> building adjacent to the Willamette River at the east end of 4th Avenue, while <br /> Scheme 2 sites the office building at the southeast corner of 4th and High. <br /> These two office locations have di fferent implications for the site, In <br /> Scheme 1, at-grade parking is shown extending along 4th Avenue and portions of <br /> e High Street, with eventual development of a parking structure at 4th and High, <br /> and the removal of the existing Midgley's Building. Scheme 2 provides for at- <br /> grade parking up to the riverfront setback, with the eventual development of a <br />
