EUGENE WATER AND ELECTRIC BOARD MASTER PLAN (memo, background <br /> information distributed) <br /> City Manager Michea1 Gleason introduced the agenda item. Pat Decker of the <br /> Planning Department gave the staff report. She introduced Jim Brownt Eugene <br /> Water and Electric Board (EWEB) Director of Operations and Engineering-, who <br /> said EWEB has been at its present location since about 1911. He reviewed the <br /> development of the site and said the company's focus has been to provide <br /> service to its customers at a low cost. He said the company has tried to be <br /> a good neighbor and has devoted about four acres of its 21 acres to the <br /> bikeway and landscaping. The need for a master plan became evident in 1980 <br /> when EWEB purchased the property west of the overpass and moved some <br /> operations to other locations. <br /> Mr. Brown said the Master Plan indicated the present EWEB site is adequate <br /> for future EWEB operations if some materials are moved to other locations and <br /> vertical storage and parking are provided. He said EWEB expects as much as a <br /> e 50 percent increase in customer growth in the future. He thanked the council <br /> for reviewing the Master Plan and said he will forward council comments on <br /> the plan to the EWEB Board of Directors. <br /> Using a map, Jim Saul, a consultant to EWEB on the Master Plan, discussed the <br /> Master Plan. He said provisions in the plan respond to concerns in the <br /> Downtown Plan and the Riverfront Park Study. He said the Master Plan <br /> indicates that three-quarters of an acre of EWEB property will be available <br /> for the Eighth Avenue and Hilyard Street access to the Riverfront Research <br /> Park, expansion of the Wi11amette Street substation, and a change in the <br /> pedestrian/bike path. He reviewed provisions for improved access to the <br /> riverfront from FourtH Avenue and High Streett a public plaza, and a buffer <br /> between the bikeway and EWEB operations. He said a meeting of EWEB <br /> representatives and City officials resulted in a second walkway through the <br /> EWEB property that will provide access to an EWEB parking area and the public <br /> plaza. The parking area will sometimes be available for public parking. <br /> Ms. Decker said the Downtown Commission and the Planning Commission indicated <br /> concerns about the relationship of EWEB development to the riverfront and a <br /> public plaza, the future of the Midgleys building, the future of the historic <br /> Eugene Mill and Elevator Building, and the relationship of EWEB development <br /> to the Riverfront Research Park and access to the Park. <br /> Answering a question from Mr. Holmer, Ms. Decker said the Public Works <br /> Department staff indicated adequate land is available to widen the Ferry <br /> Street Bridge. . <br /> ~ <br /> MINUTES--Eugene City Council October 23t 1985 Page 5 <br />
