<br /> Mr. Hansen was pleased with the cooperation between the City and EWEB <br /> e indicated in the Master Plan. <br /> Ms. Ehrman was concerned about the proposed buffer along the bikeway because <br /> crimes have been committed in that area. She hoped the area would be open <br /> enough for people to feel it is a public area. She noted the adjacent <br /> neighborhood is a residential one, and, therefore~ she was also concerned <br /> about the proposed surface parking lots. She said EWEB officials should <br /> realize the public outcry in the University area when a proposal was made by <br /> Sacred Heart Hospital to destroy buildings to provide parking spaces. She <br /> said air pollution problems are also developing in that area. She <br /> appreciated the sensitivity of EWEB officials to suggestions of City <br /> officials. <br /> Ms. Schue was pleased with the cooperation of EWEB and City officials <br /> indicated in the Master Plan. She hoped some provisions can be made for the <br /> historic Mill and Elevator Building. She said Himalayan Blackberries are not <br /> native to the Willamette Valley and they do not need to be maintained on the <br /> river bank. <br /> Mr. Holmer suggested the phrase lias long as possib1e" concerning the <br /> retention of the Midgleys Building should be deleted from the second sentence <br /> in the third staff recommendation. <br /> Ms. Wooten thought the Midgleys Building should be retained as long as <br /> possible because its commercial activity is important as a bridge to the <br /> e residential community and the downtown. She said its use as a parking lot <br /> would be wasteful. <br /> Mayor Obie agreed with the comments concerning good cooperation between the <br /> City and EWEB. He said the EWEB land is one of the rarest of the community's <br /> assets. He had wondered about its best use. He appreciated the effort to <br /> address City concerns. He would support the Master Plan and look forward to <br /> the new building. It will be an example of good development on the <br /> riverfront. He shared concerns about landscaping on the river bank. He was <br /> concerned about the historic Mill and Elevator Building because it is the <br /> last remnant of the industry that formed the community. <br /> Ms. Wooten moved, seconded by Mr. Hansen, to ask the City <br /> Manager to forward the comments on the EWEB Master Plan in the <br /> October 23, 1985 memo in the staff notes with the following <br /> additional comments: <br /> 1. a task team composed of representatives of EWEB, the <br /> Historical Review Board, and the Eugene Planning Department <br /> should coordinate the moving of the historial Mill and <br /> Elevator Building, and <br /> 2. the landscaping along the river's edge and the bikeway <br /> should provide a buffer as well as a feeling of <br /> openness. <br /> . <br /> MINUTES--Eugene City Council October 23, 1985 Page 7 <br />
