<br /> Mr. Holmer moved, seconded by Mr. Miller, to amend the motion to delete <br /> e the phrase lias long as possible" from the third recommendation on page <br /> 3 of the October 23, 1985, memo in the staff notes so that it would be: <br /> The Midgleys Building located at the southeast corner of <br /> 4th and High makes a significant contribution to the <br /> activity and attractiveness of the area and supports this <br /> pedestrian connection from the downtown area to the river. <br /> This structure should be retained in recognition of its <br /> contribution to the area. Replacing the Midgleys Building <br /> with a surface parking area providing space for 72 cars is <br /> not responsive to city. . . <br /> The amendment carried 5:4. Mr. Holmer, Mr. Hansen, Mr. Miller, <br /> Mr. Rutan, and Mayor Obie voted aye. Ms. Bascom, Ms. Schue, <br /> Ms. Wooten, and Ms. Ehrman voted nay. <br /> The main motion carried unanimously, 8:0. <br /> VI. PRIORITIES FOR OREGON DEPARTMENT OF TRANSPORTATION SIX-YEAR HIGHWAY <br /> PROGRAM (memo, background information distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Public Works <br /> Director Christine Andersen gave the staff report. She said the Oregon <br /> Department of Transportation (ODOT) is updating its Six-Year Highway <br /> e Improvement Program. City officials learned a "united approach" that could <br /> be supported by legislators would increase the area's chances of obtaining a <br /> larger share of state highway funds. Therefore, the list of projects <br /> presented to the council for inclusion in the Six-Year Highway Improvement <br /> Program included projects for Eugene, Springfield, and Lane County. It was <br /> approved by the Springfield City Council and would be considered by the Lane <br /> County Board of Commissioners. The list included projects that cannot be <br /> funded any other way. <br /> Answering questions from Ms. Wooten and Ms. Ehrman, Ms. Andersen said the <br /> local jurisdictions will not have to provide any matching funds for the <br /> projects in the Six-Year Program. Mayor Obie added that the chances of <br /> getting State funds are enhanced if some local funds can be provided. <br /> Ms. Andersen said the list was as short as possible so that it can be <br /> supported by the three jurisdictions. The Franklin Boulevard access to the <br /> Riverfront Research Park was not on the list because it might be paid for <br /> with tax increment funds and the County has been approached to provide <br /> up-front funding. Mr. Gleason added that State funding for the Chambers <br /> Connector will reduce Lane County road fund expenses and, in that case, the <br /> opportunity for accessing Lane County funds to help with the Franklin <br /> Boulevard improvements would be stronger. <br /> Ms. Ehrman said she still favored including the Franklin Boulevard access in <br /> the list. <br /> e <br /> MINUTES--Eugene City Council October 23, 1985 Page 8 <br />
