• Eugene has a need for housing of all types, including single- <br />family detached, single-family attached, structures with 2 to 4 <br />units, and structures with 5 or more units. <br />Lane County and Eugene are growing, with most growth <br />resulting from in -migration. <br />The County grew by 71,288 people between 1990 and 2012. <br />About two-thirds of this growth occurred in Eugene, which <br />grew by 45,666 people over the 22 -year period. Seventy-five <br />percent of population growth in Lane County was the result of <br />in -migration to the County. <br />Eugene's adopted forecast projects that population inside the <br />Eugene UGB will grow by about 33,778 people between 2012 <br />and 2032. <br />• The demographics of Eugene's population by 2032 and their <br />corresponding housing needs will be different than they are <br />today. The population will be, on average, older and more <br />ethnically diverse, with the following effects on needed housing: <br />Older households will be downsizing and demanding <br />specialized housing products. While the majority of Eugene's <br />older population may prefer to remain in their home as long as <br />possible (as discussed in Table 25), some older households will <br />choose to downsize into a smaller single-family dwelling or into <br />a multi -family dwelling. Demand will increase for the range of <br />senior housing, from adult retirement to assisted living to <br />nursing homes. <br />Echo Boomers who live in Eugene over the long-term will <br />demand a variety of housing options. The Echo Boomers are the <br />largest demographic group in the U.S., larger than the Baby <br />Boomers. Echo Boomers were between 15 to 28 years old in 2010 <br />and will be 35 to 48 years old by 2035. When they are younger, <br />they will need more affordable housing, such as multi -family <br />housing types. Echo Boomers who live in Eugene will include <br />students at the University of Oregon who are living in Eugene <br />for a few years and those who live in Eugene over the long run. <br />Students at the University of Oregon will generally need rental <br />housing geared towards students. As they age and form <br />families, some Echo Boomer households will become <br />homeowners of single-family detached housing (if they can <br />afford to) and some may prefer to live in multi -family housing <br />(as owners or renters). <br />Page 106 ECONorthwest Part 11 — Eugene Housing Needs Analysis <br />
