4.1.3 Residential development capacity of land on <br />partially vacant lots <br />The BLI identified any lot with over $1,000 of improvement value as <br />"developed" (not vacant) land. Some of these developed lots, however, <br />are partially vacant and have some additional residential development <br />capacity. This section provides an estimate of the baseline capacity of land <br />on "partially vacant lots." <br />To be considered "partially vacant," with capacity for additional <br />residential development, a lot has to be of sufficient size. For a lot to be <br />considered "partially vacant," it must be at least: one acre in LDR, .5 acre <br />in MDR, or one acre in HDR.60 Lots below these minimum sizes may have <br />some "redevelopable" capacity, as explained in section 4.2, below. <br />Lots above these minimum size thresholds were assumed to have capacity <br />if they were not fully developed (e.g., buildings, parking areas, <br />infrastructure, developed multi -family open space areas) and not owned <br />or used for non-residential use (religious institutions, schools). City staff <br />and the Technical Resource Group (TRG)61 conducted a parcel -by -parcel <br />review of the larger land areas (as defined below) that were initially <br />categorized as "developed" to determine if any of these sites have <br />additional room for development (i.e., are partially vacant land) or if they <br />are fully developed. Several resources were used to complete this analysis <br />including aerial photos, Tax Assessor information, land use codes, and <br />local knowledge. <br />Examples of lots with partially vacant capacity include: <br />A five acre LDR lot that is developed with only one single-family <br />home, driveway and accessory buildings which still has a remaining <br />buildable area. <br />60 All developed lots over .5 acre in size in Medium Density Residential and all lots over .25 acre in <br />size in High Density Residential were examined individually for partially vacant land capacity. <br />Some partially vacant lot capacity was found in .5 acre or larger MDR lots, and, some partially <br />vacant lot capacity was found in HDR lots one or great in size. Therefore, partially vacant capacity <br />was assumed to occur on MDR lots .5 ac or larger and HDR lots one acre or larger. <br />61 The Technical Resource Group was a committee of community members with technical expertise <br />who assisted City staff in the review and refinement of the buildable lands inventory and the <br />assumptions and methods referred to in the HNA, including conducting an analysis of capacity of <br />partially vacant land. <br />Page 134 ECONorthwest Part 11 — Eugene Housing Needs Analysis <br />
