Introduction <br />This Part addresses the other uses, such as the 20 -year public and semi-public land uses and <br />employment uses, which are likely be located on residential land inside the urban growth boundary <br />(UGB). These uses displace capacity for housing that would otherwise occur on the residential land <br />identified in Part I of this Study, and this loss must be factored into the supply / demand analysis of <br />residential lands. Using the analysis below, the amount of residential capacity lost due to <br />accommodating public uses or employment uses on residential land can to be accounted for when <br />determining the capacity of residential land (see summary section).' <br />2. Historical Public and Semi -Public Land Uses <br />Cities need to plan for public and semi-public facilities such as schools, governments, churches, parks, <br />and other non-profit organizations that will expand as population increases. For the purpose of <br />estimating land needed for these uses, land is classified into four categories: <br />Land needed for public operations and facilities. This includes lands for City offices and <br />maintenance facilities, county facilities, state facilities, federal facilities, and other related public <br />facilities. <br />' All acreage estimates are rounded to the nearest whole number.
