Eugene Ordinance Exhibit B <br />[Lane County Ordinance Exhibit B] <br />Statewide Planning Goal 6 — Air, Water and Land <br />Resources Quality <br />Statewide Planning Goal 6 -- "To maintain and improve the quality of the air, <br />water and land resources of the state." <br />The State has not yet adopted specific requirements for complying with Statewide Planning Goal 6. The <br />City is in compliance with environmental standards and statutes, including the federal Clean Water Act <br />and Clean Air Act. The actions taken are consistent with the City's future compliance with those laws. <br />Land that has been protected by the City under Statewide Planning Goal 6 authority (land with the <br />Water Quality Waterways Overlay Zone) was excluded from the City's inventory of buildable residential <br />land as "protected land." See Envision Eugene Residential Land Supply Study Parts I and V. In addition, <br />new development will be required to comply with the City's stormwater standards. The areas are <br />subject to the regulations of the Lane Regional Air Protection Agency and, upon annexation, the Eugene <br />Toxics Right to Know board. <br />Statewide Planning Goal 7 — Areas Subject to <br />Natural Hazards <br />Statewide Planning Goal 7 --"To protect people and property from natural <br />hazards." <br />The State has not yet adopted specific requirements for complying with Statewide Planning Goal 7. In <br />determining which areas are appropriate for future development and, therefore, included on the City's <br />Residential Buildable Land Inventory, the City considered the existence of natural hazards in terms of <br />slope and flood hazards, eliminating areas with such hazards from the inventory. See Parts I and V of the <br />Envision Eugene Residential Land Supply Study. Existing regulations intended to address hazard areas in <br />the context of proposed developments will continue to apply. <br />Statewide Planning Goal 8 — Recreation Needs <br />Statewide Planning Goal 8 -- "To satisfy the recreational needs of the citizens of <br />the state and visitors and, where appropriate, to provide for the siting of <br />necessary recreational facilities including destination resorts." <br />Goal 8 focuses on the provision of destination resorts. However, it does impose a general obligation on <br />the City to plan for meeting its residents' recreational needs. The actions taken by this adoption package <br />pertain only to its housing supply and demand. The City's supply of and demand for Parks are addressed <br />in a separate ordinance. Statewide Planning Goal 8 does not apply to the actions taken by this <br />ordinance. <br />4 Final <br />
