Eugene Ordinance Exhibit B <br />[Lane County Ordinance Exhibit B] <br />Statewide Planning Goal 9 — Economic <br />Development <br />OAR Chapter 660, Division 9 <br />Statewide Planning Goal -- "To provide adequate opportunities throughout <br />the state for a variety of economic activities vital to the health, welfare, and <br />prosperity of Oregon's citizens." <br />Goal 9 requires the City to provide, through a comprehensive plan, an adequate supply of sites for <br />employment uses. This action addresses only the supply of, and demand for, residential land. It does not <br />include any actions that change the comprehensive plan designation to, or from, an industrial or <br />commercial use. Therefore Statewide Planning Goal 9 does not apply to the actions taken by this <br />ordinance. <br />Statewide Planning Goal 10— Housing <br />ORS 197.296, 197.304 <br />OAR Chapter 660, Division 8 <br />Statewide Planning Goal 10 -- "To provide for the housing needs of citizens of <br />the state." <br />Buildable lands for residential use shall be inventoried and plans shall encourage the availability of <br />adequate numbers of needed housing units at price ranges and rent levels which are commensurate <br />with the financial capabilities of Oregon households and allow for flexibility of housing location, type <br />and density. <br />The actions taken through this ordinance include the adoption of an inventory of buildable lands for <br />residential use. See Part V of the Envision Eugene Residential Land Supply Study.
