Eugene Ordinance Exhibit B <br />[Lane County Ordinance Exhibit B] <br />designation. The final Residential Buildable Lands Inventory at Part V of the study includes the densities <br />assigned to buildable land for a determination of capacity. <br />(2) A local government may defer the assignment of specific residential plan designations only <br />when the following conditions have been met * * * <br />The City is not deferring the assignment of residential plan designations. <br />660-008-0025 -- The Rezoning Process. A local government may defer rezoning of land within an urban <br />growth boundary to maximum planned residential density provided that the process for future <br />rezoning is reasonably justified. If such is the case, then: (1) The plan shall contain a justification for <br />the rezoning process and policies which explain how this process will be used to provide for needed <br />housing. (2) Standards and procedures governing the process for future rezoning shall be based on the <br />rezoning justification and policy statement, and must be clear and objective and meet other <br />requirements in OAR 660-008-0015. <br />The City is not deferring rezoning to maximum densities. <br />Statewide Planning Goal 11— Public Facilities and <br />Services <br />OAR Chapter 660, Division 11 <br />Statewide Planning Goal 11 -- "To plan and develop a timely, orderly and <br />efficient arrangement of public facilities and services to serve as a framework <br />for urban and rural development." <br />Goal 11 requires that urban development be supported by urban "public facilities and services." In a <br />separate, concurrent action, the City and County have taken actions to meet Eugene's 20 -year needs for <br />schools, recreation facilities, sewer (wastewater and stormwater), water and transportation. The actions <br />taken by this ordinance do not require any additional facilities or other amendments to the City's public <br />facilities plans. Therefore, Goal 11 and OAR 660, Division 11 do not apply. <br />Statewide Planning Goal 12 — Transportation <br />OAR Chapter 660, Division 12 <br />Statewide Planning Goal 12 -- "To provide and encourage a safe, convenient and <br />economic transportation system." <br />OAR 660-012-0060 (1) If an amendment to a functional plan, an acknowledged comprehensive plan, <br />or a land use regulation (including a zoning map) would significantly affect an existing or planned <br />18 Final <br />
