Eugene Ordinance Exhibit B <br />[Lane County Ordinance Exhibit B] <br />transportation facility, then the local government must put in place measures as provided in section <br />(2) of this rule, unless the amendment is allowed under section (3), (9) or (10) of this rule. A plan or <br />land use regulation amendment significantly affects a transportation facility if it would: <br />(a) Change the functional classification of an existing or planned transportation facility (exclusive <br />of correction of map errors in an adopted plan); <br />(b) Change standards implementing a functional classification system; or <br />(c) Result in any of the effects listed in paragraphs (A) through (C) of this subsection based on <br />projected conditions measured at the end of the planning period identified in the adopted <br />TSP. As part of evaluating projected conditions, the amount of traffic projected to be <br />generated within the area of the amendment may be reduced if the amendment includes an <br />enforceable, ongoing requirement that would demonstrably limit traffic generation, including, <br />but not limited to, transportation demand management. This reduction may diminish or <br />completely eliminate the significant effect of the amendment. <br />(A) Types or levels of travel or access that are inconsistent with the functional classification of <br />an existing or planned transportation facility; <br />(B) Degrade the performance of an existing or planned transportation facility such that it <br />would not meet the performance standards identified in the TSP or comprehensive plan; <br />or <br />(C) Degrade the performance of an existing or planned transportation facility that is <br />otherwise projected to not meet the performance standards identified in the TSP or <br />comprehensive plan. <br />The Metro Plan amendments made by this ordinance are very limited. The amendments add a sentence <br />that refers readers of the Metro Plan to the Envision Eugene Residential Land Supply Study that (by this <br />action) is adopted as an appendix to the Envision Eugene Comprehensive Pan and they inform readers <br />that, through actions taken by this ordinance, the "findings" in the Metro Plan Residential Land Use and <br />Housing Element are no longer applicable within the Eugene. There are no changes to land use <br />designations. <br />Amendments made to the Envision Eugene Comprehensive Plan by this ordinance add a paragraph to <br />the "Eugene Urban Growth Boundary" Chapter of the Plan to refer to a new Appendix: the Envision <br />Eugene Residential Land Supply Study. <br />The Eugene Code amendments taken by this action raise the minimum net density allowed in new <br />development in the R-2 zone from 10 to 13 units per acre, with some exceptions. <br />The actions taken by this ordinance do not change the functional classification of a transportation <br />facility or change the standards implementing a functional classification system. Therefore, the <br />amendments do not have a significant effect under (a) or (b). With regard to (c), the only change may <br />appear to have an effect on transportation facilities is the code change to increase in minimum densities <br />for some development in the R-2 zone. In fact, however, the new minimum is within the range already <br />contemplated by the Metro Plan land use designations that apply to R-2 land. Therefore, that action is <br />within the already -modeled expectations for transportation facilities within the Eugene UGB. For these <br />reasons, the actions taken do not significantly affect an existing or planned transportation facility. <br />19 Final <br />
